Consultancy for a Values Clarification and Attitude Transformation Toolkit on FGM and CEFM – Somalia

Save the Children Norway is looking for a consultant for the development of a Values Clarification and Attitude Transformation Toolkit to address the issue of Female Genital Mutilation and Child, Early and Forced Marriage

Save the Children Norway (Redd Barna) is a non-governmental child rights organisation working to realise children’s rights in accordance with the United Nations Convention on the Rights of the Child. Save the Children and Norwegian Church Aid are currently implementing a joint 5-year programme to end Female Genital Mutilation (FGM) and Child, Early and Forced Marriages (CEFM) in Ethiopia and Somalia (2020-2024) and a 3-year Joint Programme to end FGM/CEFM in Sudan from 2022-2024. The overall objective of the programme is to contribute to the elimination of all forms of FGM and CEFM in target communities. Under this programme, Save the Children Norway, and Norwegian Church Aid aim to develop a toolkit on values clarification and attitudes transformation (VCAT) for the work to end all forms of FGM and CEFM to enable programme staff and partners to provide quality programming to prevent and respond to FGM and CEFM.

The backdrop for developing the tool is based on the belief that for staff and partners to interact with communities to transform harmful gender and social norms that drives FGM and CEFM, programme stakeholders first need to examine their own values and attitudes related to these issues as values in their own culture may be conflicting with the objectives of this work. The goal of the VCAT tool is to facilitate a process where participants explore, question, clarify and affirm their values and beliefs including their awareness and comfort with working towards zero tolerance for FGM and CEFM with the aim of moving participants towards the support, acceptance, and advocacy for the realization of girls’ and women’s human rights to end FGM and CEFM.

The toolkit’s primary target groups are programme stakeholders, including Save the Children and Norwegian Church Aid’s staff, partners, and other key stakeholders. The tool will facilitate exercises that will ask participants to challenge their preconceived notions of FGM and CEFM. In addition to increasing participants understanding of the issues and increase their capacity to implement FGM and CEFM programming.

The consultant is expected to:

1. Develop a global VCAT toolkit on FGM and CEFM for Save the Children and Norwegian Church Aid’s Joint Programme to end FGM and CEFM that applies participatory training methods. Expected deliverable: Global toolkit.

2. To pilot the complete toolkit through in-country training in Ethiopia in the Somali region. Expected deliverable: Toolkit piloted in the Joint Programme in Ethiopia. This includes testing the toolkit, training of staff on its use and revisions of the global toolkit.

This consultancy is to be carried out according to the Terms of Reference and the conditions laid out in this document with attachments. It is the consultant’s responsibility to carry out the assignment within the budgeted time frame and price.

Time frame and scope of work:

The assignment will be carried out in the period from June 2023-December 2023. The total cost of the assignment will not exceed 550.000 NOK (equivalent of USD 50.000 per 01.06.23). The scope of service performance is described in the Terms of Reference. Please note that the contract will be issued in NOK.

Organisation of the Consultancy

The consultancy will be home-based, and the consultant will be contracted by Save the Children Norway. The primary point of contact and reporting line will be the senior child protection advisor at the Save the Children Norway. The consultant will also work closely with the senior GBV advisor at Norwegian Church Aid. In addition, a technical reference group with technical and programmatic staff from the programming countries will contribute to the review and quality assurance of deliverables during the assignment. This will be facilitated by Save the Children Norway.

All communication between SCN and the consultant is expected to take place using online platforms and correspondence in writing. No travel is expected beyond the specific travel related to the piloting of the toolkit in Ethiopia (as outlined in the Terms of Reference). Presentations and meetings will also happen online.
