Overview & Responsibilities

IDLO IN SOMALIA

IDLO has extensive experience and a good track record of implementing successful rule of law programmes in Somalia. Since 2012, IDLO has been working with government authorities at both the federal and state levels as well as key justice institutions and the informal justice system to enable them to fulfill their core functions, improve governance and strengthen access to justice for citizens, particularly for the most vulnerable. IDLO’s activities in the country aim to promote the rule of law in Somalia across several areas, including governance, institution building, policy and legal reform, access to justice, and human rights. In its programmatic work, IDLO has developed a strong partnership with a broad range of Government stakeholders at the Federal level, including the Office of the Presidency, the Office of the Prime Minister, the Office of the Chief Justice, the Attorney General’s Office, the Ministry of Justice (among other ministries), the Somali Bar Association, the Financial Reporting Center, as well as the Federal Member States (Puntland, Jubaland, Southwest, Galmudug, and Hirshabelle).

The PROGRAMME

IDLO, with funds from the U.S. Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), is implementing a 2-year programme called the “Somalia Justice Support Programme.” The SOMJUST responds to the national priorities, as outlined in the 2020-2024 National Development Plan, and aims to contribute to enabling criminal justice institutions to deliver efficient, equitable, and accessible justice services to Somali citizens. The overall goal of this programme will be achieved through six mutually reinforcing objectives:

  • Objective 1 – The Judicial Training Institute (JTI) is the national leader for judicial training activities in Somalia.
  • Objective 2 – Federal and federal member state prosecutors and investigators work together to prosecute complex crimes.
  • Objective 3 – Somalia custodial corps deliver effective and rights-abiding correctional services.
  • Objective 4 – The Somalia Bar Association becomes a self-governing body.
  • Objective 5 – Forensic activities in Somalia are conducted in a harmonized way and In line with the National Forensic Plan.
  • Objective 6 -the Revised Criminal Procedure Code is submitted to the Cabinet.

THE ASSIGNMENT

The Programme Advisor is expected to bring a wealth of experience from working in Somalia to assist IDLO and INL in the implementation of the Somalia Justice Support Programme (SOMJUST) and will provide support, assist, and advise INL in its efforts to develop the capacity of the Somalia justice and correction entities in Somalia.

  • INL Support:
    • Continuously reassess developments in Somalia justice and correction institutions within the criminal justice system, and work with IDLO and these institutions to effectively implement SOMJUST objectives, particularly with regards to establishing working practices to bring about sustainable improvements and intergration across justice and cuorrection institutions.
    • As required, support INL in the development of an intergrated long-term USG strategy for justice, corrections, and law enforcement assistance in Somalia that is aligned to, and works in tandem with, other USG and international partners. In doings so, provide INL with current analyses and the latest information on issues relating to judicial and corrections reform and their integration into international efforts; note problem areas and opportunities; suggest courses of action.
    • Gather necessary information and assist in planning and coordinating activities across programs, institutions and organizational lines. Where appropriate, reconcile conflicting interests across USG and international programs and resolve complex and sensitive issues as guided by INL and IDLO.
    • As required, interact and liaise with USG/INL Country Team members involved in promoting the development of the justice sector.
    • Amid constantly changing circumstances, provide support to keep judicial and corrections training and reform efforts on track by facilitating the interaction between INL, IDLO and Somali counterparts, relevant UN and international partners, and representatives from civil society.
    • Attend meetings, conferences and brief senior U.S. Mission officials, visitors from Washington, NGOs, or international organizations as directed by INL.
  • Implementation of Somalia Justice Support Programme (SOMJUST):
    • Provide technical and advisory support to IDLO in the planning and implementation of the six (6) programme objectives to ensure optimum intergration with INL’s existing Criminal Investigation Programme (CIP), and continued development to all previous areas of judicial and custodial support provided by USG/INL funding. Specifically:
      • Ensure the decentralization of the Judicial Training Institute (JTI) continues with an active engagement of all FMS in the coordination and development of an inclusive and representative schedule of training.
      • Support the development of the federal AGO Strategic Plan with particular emphasis on the development of Criminal Prosecution Plans (CPPs) and Regional Prosecution Offices (RPOs) to become aligned with the framework of INL’s CIP and the Regional Investigation Offices (RIO’s). The primary objective is to strengthen the coordination between investigators and prosecutors through the instrument of the Prosecution Services Working Group.
      • Ensure SOMJUST objectives are effectively incorporated within a Custodial Corps Sectoral Strategic Plan. Advise on the design and delivery of targeted Operations and Maintenance (O&M) vocational skills development across Somalia to ensure a continuous degree of self sustainability at the targeted prisons. Additionally, provide guidance and advice to extend the use of INL’s Prison Records Management (PRM) program across Somalia.
      • Oversee, report and advise on developments across the Somalia Bar Association with regards to inclusiveness, professionalization and representation of members across Somalia.
      • Provide advice and guidance in the development of a National Forensic Plan (NFP) that intergrates existing capabilities with the development of skills and resources needed to establish a sustainable and affordable forensics in support of criminal investigation and prosecution across Somalia.
      • Follow the revisions to the Criminal Prosecutors Code (CPC) and advise on progress through the various stages of review. Advise and update INL on existing legislation relevant to SOMJUST objectives and activities.

Job Requirements

MINIMUM QUALIFICATIONS

  • A minimum of ten (10) years experience in law enforcement operations, management, organizational development, planning, and/or training.
  • Demonstrated experience in judicial, corrections, and police development/reform overseas or other relevant experience overseas.
  • Demonstrated ability to explain, promote, and defend United States Government (USG) policies to senior judicial and corrections officials of other nations and the host country and representatives of international organizations.
  • Demonstrated experience working or coordinating with USG agencies (e.g., USAID, Justice, State, and/or Defense).
  • Proven ability to exercise a high degree of professional judgment, diplomacy, and tact always to build successful relationships with Somali partners and the international community.
  • Experience working on security sector issues in Somalia.
  • Strong interpersonal skills: proven ability to work well with others.
  • Excellent oral and written English communication skills.

PREFERRED QUALIFICATIONS

  • Extensive experience managing and/or directing judicial, corrections, or law enforcement development programs overseas.
  • Knowledge of USG contracting practices and experience in contract oversight.
  • Experience working with the UN.
  • A post graduate qualification from an accredited institution in criminal justice, business administration, organizational development, or other related field or an additional five years of relevant experience in a developing country.
