Consultancy Services: Development of the National Disaster Risk Management Fund (NDRMF) Operational Framework

The Somalia Disaster Management Agency (SoDMA) invites qualified and experienced individual consultants or firms to submit Expressions of Interest (EOI) for the development of the National Disaster Risk Management Fund (NDRMF) Operational Framework.

1. Background

Following the adoption of the Revised National Disaster Management Policy (NDMP) 2026–2030, SoDMA is transitioning towards a proactive and risk-informed disaster management approach. A key priority is the operationalization of the NDRMF to ensure predictable, timely, and coordinated disaster financing.

2. Objective of the Assignment

The objective of this consultancy is to develop a comprehensive governance, operational, and financing framework for the NDRMF to enable its effective, transparent, and accountable implementation.

3. Scope of Work

– Conduct situational analysis of disaster financing systems

– Design governance and operational frameworks

– Develop allocation, disbursement, and trigger-based financing mechanisms

– Integrate early warning systems and anticipatory action

– Facilitate stakeholder consultations at federal and FMS levels

– Propose resource mobilization and sustainability strategies

4. Duration

Duration: 45 Days
Level of Effort: Approximately 50 working days

5. Required Qualifications

– Advanced degree in Economics, Public Finance, Disaster Risk Management, Development Studies, or related field

– Minimum 8–10 years of relevant experience

– Proven experience in disaster risk financing, fund design, and public financial management

– Experience working with governments and international organizations

– Experience in fragile or humanitarian contexts is an asset

– Evidence of similar assignments
