KasmoDev is looking for a consultant to lead the development of health management information system strategic planto support the Ministry of Health, Somalia

1.About KASMODEV

KasmoDev is a development consulting firm, working in the Eastern and Horn of Africa countries. The organization provides human resources resolutions and direct programme delivery for government, private sector, and international non-governmental clients.

Kasmodev is partnering with The Swedish Program for ICT in Developing Countries(SPIDER) in supporting the Federal Ministry of health, Banaadir Regional Administration (BRA), Puntland and Galmudug States ofSomalia in the implementingthe Health Alliance for Digital Development & Action (HADDA) projectfunded by SIDA.

The program is meant to strengthen the capacity of the country’s health information system to supply quality and reliable information for decision making.In the first part of the project(July 2020 to January 2021), detailed Health ManagementInformation System (HMIS) baseline and technical assessment was conducted which has produced a set of findings and recommendations, which includes the urgent need for developing relevant policies, strategies, and M&E Framework among other priorities.

2.About the HADDA program

The purpose of the HADDA programme is to support Ministry of Health, Somalia to apply and utilize digital development tools for the planning, management, and strengthening of health system in Somalia and ultimately increase the capacity and quality of health service delivery andsupport robust evidence-based decision making in Somalia.

The vision is to enhance government capacity in strengthening the health system using digital tools for data and knowledge sharing that will in turn enhance the capacity of healthcare workers and policy makers to plan, manage and provide quality, accessible and equitable healthcare for all in Somalia, through collaboration and an interoperable system approach.

3.The objective and scope of the consultancy.

The objective of the consultancy is to support the Federal Ministry of Health Somalia, the Federal Members States of Puntland, Galmudug and Banaadir Regional Authority in developing HMIS strategic plan that contains operational plan and Monitoring and Evaluation Framework. The process is expected to be highly consultative and involve wide range of stakeholders including technical partners KasmoDev limited, SIDRA institute among others.

3.1 Specific responsibility and Tasks

The specific tasks of the consultancy are:

  • Lead in the development of a HMIS strategic plan (SP)which includes HMIS strategy, operational plan and M&E framework that will guide in interventions for the next phase of HADDA project
  • Work closely with HMIS stakeholders, partners, and technical working groups to support MOH in reviewing & aligning with other existing health strategic plans and relevant national policesand strategies such as the statistic act and Health Sector Strategic Plan (HSSP) with the aim of identifying gaps and priorities for the Strategic Plan.
  • Analyze HMIS assessment reports, existingHMIS tools and other related secondary materials and datato identify HMIS components that require priority attention and shape the priority areas for the HMIS strategy.
  • Lead in drafting HMIS strategy, operational plan and monitoring and evaluation framework with inputs from key stakeholders.
  • Support HMIS steering committee organize for stakeholder meetings to build consensus on the road map and priority areas for the strategic plan
  • Share draft strategic plan including the operational plan,andM&E planwith MOHs and other stakeholders for comments and inputs.
  • Lead the validation workshops in Mogadishu, capture feedback and finalize theSP
  • Support MOHs in launching and dissemination of HIS masterplan, strategy, operational plan, and M&E framework.

4. Key Deliverables expected (3 months)

The following are the expected deliverables from the consultancy within the specified time.

  • The national HMIS strategic plan.
  • Operational plan (Develop guidelines i.e SOPs)
  • The National HMIS M&E framework.

5.Competencies

  • Ability to work with limited supervision and maintain flexibility in working hours.
  • Demonstrate the capacity to work with multiple stakeholders and create consensus around the key deliverables.
  • Demonstrate ability to meet deadlines and closely coordinate with FMOH and FMS MOH.
  • Fluency in English and excellent communication and interpersonal skills. Somali speaking Somali language is a bonus
  • Ability to work and deliver under intense pressure.
  • Strong analytical and writing skills.
  • Experience in designing transformative interventions
  • Ability and willingness to travel to target region and federal member states(Banaadir, Galmudug and Puntland states of Somalia) when necessary

6.Requirements of Consultant

KasmoDev expects the consultant to have the following skills and experience:

  • Masters or PhD degree(minimum) in health information system, public health, medicine with experience in organizational and project development skills. Additional training on IT and statistics is desirable
  • At least 5years’ experience of health data and analysis and use of digital health information for strategic decision making.
  • Experience with software platforms such as the DHIS2 is essential
  • Proficiency in English both written and spoken.
  • Specific experience in providing expert level technical support to FMOH Somalia.
  • Good understanding of the context and the current health system for Somalia.
