Job Description

Result of Service

The government of Somalia plans to develop an Older Persons Law. In the context of the “Technical Cooperation Framework on Developing the Somali Law for Older Persons” between ESCWA and MoLSA, ESCWA will recruit a consultant to support drafting the Law for Older Persons in Somalia (the Law).

Expected duration

The overall duration of the contract is 4 months starting from beginning of August 2022 – end November 2022. The suggested timeline of deliverables is as follows:

Beginning of August 2022
Initiation of assignment

Mid-August 2022
Submission of Methodology paper

End of September 2022
Complete desk research

End of October 2022
Complete first draft of the Law and submit to ESCWA and MoLSA

End of November 2022
Submit the second draft of the Law to ESCWA and MoLSA for review and clearance.

Duties and Responsibilities

Somalia is witnessing a slow demographic transition, the number of older persons has reached about 724,000 persons in 2020, representing about 4.5% of the community according to United Nations figures. However the number of older persons is expected to reach 4 million persons in 2070 equivalent to 7.75% of the total population. The older persons constitute one of the most vulnerable groups in Somalia as large segments of them are exposed to the risk of poverty, disease and isolation.

In light of this reality, the Ministry Labor and Social Affairs (MoLSA) requests technical assistance from ESCWA to develop an Older Persons Law in Somalia. The law would contribute to guaranteeing the rights of older persons to lead a dignified, autonomous and independent lives in Somalia.

Skills and Qualifications

Academic Qualifications: An advanced degree (Masters or equivalent) in law or political science is required. A Bachelor’s degree with two additional years of experience is acceptable.
Experience: At least 5 years of professional legal experience is required.
Language: Fluency in written and spoken English is required.
