2. Purpose of consultancy
The purpose of the consultancy is to support the Polio Transition activity/process WCO is implementing in collaboration with WHO Regional Office and Ministry of Health. The consultant is expected to support the technical team to facilitate discussion with MoH, RO and other partners. Document and track all the activities related to Polio Transition and submit the final case study and report.
3. Background
The WHO country office in Somalia is moving ahead with Polio Transition and Integration plan in collaboration with EMRO, MoH and other partners. Under the leadership of the WHO Representative, the country office is implementing several activities related to Polio Transition and Integration including validating the available resources, defining integrated TOR’s, initiating recruitment and selection process as per the revised TOR & requirement, assessing and designing the need based CO structure. There are some specific timeliness for reporting on the project implementation which requires both technical and project management skills. In addition, every donor wants impact assessment as part of reporting which needs dedicated and committed time. Financial management, tracking the progress of timely implementation as well as meeting the milestones (as agreed in the donor agreement) are as critical as managing the projects administratively and operationally.
In this regard, the WHO country office is in need of a dedicated technical person whose function will be a liaison with the government as well as with other partner agencies of WHO for effective and timely implementation of the transition and integration activity. The incumbent will also be responsible for communication and coordination with other technical programmes of WHO both at country, regional office and WHO headquarters for extending technical support for the successful implementation specially in terms of achieving impact.
Having such a dedicated Project Manager will enhance the communication between donors, partners and WHO country office and will also streamline donor reporting, monitoring progress and capturing activity impacts in a systematic manner.
4. Deliverables
Under the direct supervision of WHO Country Representative, the international consultant will perform the following duties:
Output 1: Advise on speeding up the implementation plans of all time-bound activities for polio transition project managed by the WHO country office through organizing high-level meetings, advocacy and forging partnership with EMRO and MoH.
Deliverable 1.1: Document all activities related to polio transition plan
Deliverable 1.2: Facilitate discussion with MoH, RO and other partners
Deliverable 1.3: Track progress of polio transition plan implementation
Deliverable 1.4: Facilitate the discussion and dialogue with the MoH for briefing, timely reporting on the project outcome and also on project’s outcome assessment.
Deliverable 1.5: Communicate and coordinate with the concerned technical units/programmes of Regional Office and WHO headquarters for facilitating technical backstopping for the activity/process.
Deliverable 1.6: Coordinate and technically advise on designing and delivering the training package for the integrated positions
Educational Qualifications:
Essential: University Degree in public health or development science Master’s Degree is preferrable
Experience
Essential:
• From 5 to 10 years of experience at management level with field experience for public health work including international experience.
Skills/Knowledge:
• Experience with public health policies, planning and programmes;
• Knowledge and Negotiation skills handling government officials and UN agencies
• Demonstrated skills in report-writing in English;
• Excellent communication and time-management capacity;
Languages and level required (Basic/Intermediate/Expert):
• Excellent knowledge in English (Written and Spoken)

7. Travel
The Consultant is expected to travel inside Somalia as and when needed for better coordination of the assigned tasks and functions
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
8. Remuneration and budget (travel costs are excluded):
a. Remuneration: Level B ( High end of range) – USD 9980 ( Monthly)
b. Living expenses (A living expense is payable to on-site consultants who are internationally recruited): NA
c. Expected duration of contract (Maximum contract duration is 11 months per calendar year): 3 months.
