TITLE: Contract Management Specialist
REPORTS TO: Finance, Grants & Contracts Advisor
COUNTRY: Somalia
LOCATION: Mogadishu with 50% travels to Galmudug and Puntland.
WORKING HOURS: Regular Hours
DATE: January 2022

The Contract Management Specialist reports to the Finance, Grants & Contracts Advisor. This is a key role in the management of the Female Health Worker program implementation and is expected to oversee the management of PSI’s contractual relationships with the Federal Government of Somalia, the donor and sub awardees. He/She will be expected to oversee compliance with funder rules and regulations and to participate in the subaward management process from development of the agreement to initiating and tracking subaward advances/payments to building the capacity of the subrecipients. He/ She will work closely with colleagues in Global Operations and PSI Grants and Contracts Department to ensure subaward management is in line with overall program management, donor requirements, and PSI policies.

RESPONSIBILITIES:

  • Develops and oversees programs, strategies and plans to institute compliance with donor rules and government requirements and work with program team to ensure the implementation of the program meets both the government and donor expectations.
  • Oversees compliance with the terms and conditions of the donor contract and other donor rules, regulations, and requirements.
  • Ensures understanding of donor expectations, rules and regulations and that donor rules and regulations are adhered to in the implementation of the Female Health Worker (FHW) program by PSI and sub-awardees.
  • Mentoring and capacity building of the Ministries of Health both at the Federal Government of Somalia (FGS) and at the Federal Member States (FMS) to ensure clear understanding of the terms and conditions of the contract and adherence to the same.
  • Monitoring of the program implementation, documenting results and achievements against targets and preparing progress reports for submission to the government and the donor.
  • Assists in the development and negotiation of sub agreements, including cost-reimbursable sub agreements, fixed amount agreements, master sub agreements, pre-award letters of authorization as well as amendments to these sub agreements, in accordance with PSI policy and donor rules and regulations.
  • Ensures that sub agreements are reviewed and approved by PSI’s Grants and Contracts Department.
  • Tracks sub-awardee performance across all compliance areas. Collect and files essential sub-award documentation and routinely reviews required tools to ensure accuracy, completeness, and quality, ensuring compliance with the Patriot Act and Transparency Act and other such requirements.
  • Support the Finance and Grants Advisor, as needed to provide training on PSI’s subaward management tools, templates, methods, and processes developed by PSI’s Grants and Contracts Department. Coordinate closely with the Finance and Contracts Advisor to evaluate subrecipients’ risk and design relevant capacity building plans.
  • Conducts or collaborates with in-country program, Monitoring and evaluation and operations teams to conduct regular site visits to review financial documents.
  • Follows up on audit issues and documents resolutions.
  • Liaise with PSI HQ Financial Analysts and PMT to provide financial oversight over subawards, including initiating and tracking payments, tracking burn rates against subaward terms, ensuring expenditures are incorporated into prime award financial reports, and validating spend aligns with sub awardee programmatic deliverables.
  • Liaise with Finance and Grants Advisor to ensure that subaward budgets and payments align with donor budgets and program deliverables.
  • Manage subrecipients budgets.
  • Provide technical support to the PSI SOM program teams and partners to help the projects apply best practices in Grants Management/ Financial management / Compliance.
  • In consultation with PSI SOM senior management team, support in developing annual work plans and budgets.
  • Develop periodic site visit plans and update monitoring plans.
  • Develop and support subrecipient trainings, communication materials development and review.
  • Perform other responsibilities, as necessary and as may be assigned by the Finance, Grants & Contracts Advisor or by the Chief of Party.

QUALIFICATIONS:

  • Advanced Degree in Public Administration, Business Administration, Financial Management, or similar
  • At least 10 years working in public sector contract management.
  • At least 5 years developing capacity to manage contracts.
  • Demonstrated experience with all aspects of contract management including the procurement process, reviewing bids, negotiations, monitoring contracts, and supervising contractors.
  • Experience in the health sector is an advantage.
  • Excellent communication skills in English, verbal as well as written.
  • Excellent teamwork and facilitation skills
  • Excellent report writing skills.
  • Willingness to travel regularly across Somalia.
