SWISSO Kalmo (SK) is an independent international humanitarian and development organisation. SK was founded in 1990 by a team of Somali and Swiss intellectuals. The knowledge, skills, and experiences that the team gained from community development activities, impelled them to establish this organization. SK is an organization whose aim is to respond effectively to the challenges surrounding, facilitating healthcare, training for youth, drafting development initiatives, facilitating emergency relief for natural and man-made disasters, improving sustainable food security that will create economic opportunities to the vulnerable and marginalized groups within the Somali communities, promoting peace building and developing Integrated Health services. Initially, growing health threats, large-scale food security crisis and the expanding HIV/AIDS disaster in Africa were among the most serious concerns for SK’s developed strategies to define roles, responsibilities and expected results for the coming years. Health in the community is the first core intervention area for the organization.
POSITION DESCRIPTION
Sk is currently recruiting for the position of a Country Director (CD)-Somalia to join its dynamic International Programmes Division. CD will have overall leadership of the Somalia Country Programs and will launch set-up of all programming and operations. This includes, recruitment and training of staff, development of the country strategy and scale-up plans, donor engagement and fundraising, coordination and external representation, security management, and lead assessments and implementation of multi-sector humanitarian programs. The CD will lead the Country Management Team (CMT).
Responsibilities
The Country Director will be responsible
- Represent Swisso Kalmo at all levels within the country (national authorities, donors, humanitarian coordination mechanisms, UN agencies, members, Consortiums and other INGOs)
- Strengthen SK’s relations with the wider humanitarian and development community to consolidate and develop the visibility and image of the organisation.
- Engages in humanitarian advocacy initiatives and policy dialogues and oversees internal and external communications
- Monitor the political, humanitarian and socio-economic context. Based on the analysis and in collaboration with the Field team and HQ, develop and review the CPs strategies, the identification of funding opportunities, and contribute to the design of initiatives and new projects;
- Ensures efficient internal coordination at CP level and with HQ; initial CP set-up, strategy development, and fundraising will be done in close coordination and with the active support of the HQ team.
- Deliver effective programmes according to the Country Strategy.
- Lead, manage and develop staff in order to ensure that the country office is capable of fully achieving its agreed targets
- Actively participates in networking and pursues new funding opportunities and explore different funding approaches and strategies (bilateral funding, consortiums, private funding, etc), in coordination with SK’s Fundraising team.
The successful candidate must have or be:
- Master’s Degree-level of education or equivalent work experience in a relevant field (please specify).
- At least 10 years of experience in the humanitarian sector in complex environments, including in senior management roles. Previous CD experience a plus
- Strong leadership and staff management skills, with experience in managing diverse and multidisciplinary teams
- Good understanding of the humanitarian environment and experience with humanitarian grant management, donor proposals and reporting (preferably with UN, DG ECHO, USAID-BHA, SDC).
- Recent experience in Somalia and advanced knowledge of local contexts.
- Solid understanding of principles and practices in broad humanitarian action, NGO safety and risk management, humanitarian access, and civil-military coordination.
- Experience with humanitarian grant management, donor proposals and reporting (preferably with UN, DG ECHO, USAID-BHA, SDC).
- Excellent networking, diplomatic, and representative communication skills.
- Flexibility to frequently work within irregular hours and within austere environments.
- Drive to work in a hands-on capacity and enthusiasm to lead a start-up country program
- Fluency in English both written and spoken.
