COUNTRY PROGRAMME MANAGER

ActionAid International Somaliland is looking for a committed and inspirational Country Programme Manager who combines a passion for social justice with proven experience in successfully leading all aspects of Programme, Policy, Advocacy and Humanitarian works.

The Role:

The Country Programme Manager shall be responsible for the design, development, implementation, reporting and management of all programmes, policy, advocacy and campaigns work that ActionAid International Somaliland will be implementing in Somaliland and cross-border initiatives in South Central Somalia in line with its Country Strategy Paper (CSP) and in compliance with policies, procedures and donors/sponsors rules and regulations. In addition, s(he) shall maintain strong programme links from community to national and international/ global federation levels.

The position holder reports to Country Director and is a member of the Country Management Team (CMT) and expected to contribute to organizational efficiency and effectiveness through participation in decision making, advising on the programmes (including projects) and policy issues, campaigns, communication and implementation of decisions agreed upon.

The Country Programme Manager supervises programme and policy staff and contributes to resource mobilisation and donor reporting through proposal development in collaboration with Finance and Operations Manager as well as the Business Development Specialist (BDS) and others.

Qualification & Experience

  1. Bachelor’s Degree either in social sciences, development studies, management, international development studies or any other development – related area. A Master’s Degree and Certificate in Project Management is advantageous
  2. 5 to 10 years’ experience in a senior leadership position in development work, Human and women’s rights, economic, Humanitarian, climate, and social justice programmes
  3. Proven experience in managing complex development/ humanitarian Programme
  4. Proven track record in fundraising from diversified resources and contract management from bilateral and multilateral donors.
  5. Sound awareness of the social, political, economic, climatic and historic environment in which international organizations are operating at both national and community levels in Somaliland and South-Central Somalia
  6. Excellent negotiation, communication, problem-solving, advocacy and campaign skills, including demonstrated ability to handle sensitive donor and Government level negotiations on matters affecting ActionAid International Somaliland
  7. Commitment to ActionAid’s vision, mission, values, women’s’ right and women leadership aspiration.

ActionAid, which ActionAid International Somaliland (AAIS) is a Satellite Country Programme founded in 1972, is an independent and a non-governmental global federation working for a world free from poverty and injustice. It works to achieve social justice and gender equality and to eradicate poverty. AAIS was registered as an international organization and established in Somalia in 1992. AAIS is undergoing a number of changes to become more sustainable, internally capable to drive external impact on its mission and achieve the aspirations as articulated in its Country Strategy Paper (2020-2024) named People’s Action Toward Social Justice. Effective 2022, AAIS will work towards expanding its operations to cover all six regions of Somaliland and cross border program expansion into South -Central Somalia. To achieve this ambition, a new organisational structure has been put in place to enable the organisation to raise the required resources and have competent staff in place to deliver on the new mandate.

Role Overview:

The holder of the position is a member of Country Management Team (CMT) and expected to contribute to organizational efficiency and effectiveness through participation in decision making, advising on the programmes (including projects) and policy issues, campaigns, communication and implementation of agreed upon decisions. Supervises programme and policy staff and contributes to resource mobilisation and donor reporting through proposal development as per the contracts in collaboration with Finance and Operations Manager as well as Business Development Specialist (BDS) and others.
Accountabilities
Key Accountabilities / Responsibilities: Key Activities
Strategy formulation and Planning                i.            Work closely with the Country Director (CD) and other Country Management Team (CMT) members to provide strategic direction for the Satellite Country Program 

ii.            Participate in communicating and monitoring of AAIS’s vision, values goals, and strategic objectives.

iii.            Ensure quality appraisals and baseline surveys for new and existing programme areas and partners in the country programme and cross-border initiatives.

iv.            Review and input into other AAI members’ strategy review and development.

v.            Support the rollout and enforcement of AAIS policies and procedures

Programme Development and Implementation i.                     Drive the programme staff and partners for advancing AAIS theory of Change and programme priorities 

ii.                   Overseeing formulation and implementation of programme & donor funded projects (as per contract terms & conditions) activities in line with AAIS CSP, policies, accountability system and in accordance with sound management practice, Core Humanitarian Standards (CHS) as well as AAI globally adopted standards and principles.

iii.                  Lead the formulation, review and aggregation of annual programme & policy plans with related budgets and recommend same to the Country Director/CMT for approval.

iv.                 Ensure all programme activities are sensitive to and responsive to changes in the political, social, and economic environments.

v.                   Ensure AAIS programmes & projects are well balanced, implemented, monitored, and evaluated.

vi.                 Oversee development of AAIS capacity to document, disseminate and learn from development work.

vii.                Oversee timely submission of quality programme/ projects reports for accountability to stakeholders.

viii.              Lead continuous Participatory Review and Reflection Processes (PRRP) for learning, accountability and systems and processes improvements.

Advocacy and Campaigns                I.            Coordinates, facilitates and lead policy analysis and advocacy researches and dissemination of research findings at national, multi-country and/or international campaigns or programmes 

II.            Facilitate identification of key issues, collaborators and partners for AAIS advocacy work aiming at policy influencing and campaigns

III.            Leads and guides in development of policy positions of AAIS.

IV.            Leads and promote of rights-based approach in advocating for rights of the people living in poverty and exclusion.

V.            Oversee development and maintenance of sound relations with policy, research and advocacy specialists at regional and international levels.

VI.            Oversee establishment & development of partnerships with networks, coalitions and policy institutions at national and international level for evidence-based research, advocacy, new knowledge generation and main-streaming.

VII.            Promotes and encourages development and propagation of alternative approaches, strategies and paradigms.

Linkages at national Regional/ Sub regional, International and National Level 

 

i.              Ensure assessment/conduct of due diligence on partner organisations and support capacity for collaborating with social movements, networks and partners. 

ii.             Coordinates AAIS collaboration with networks, government agencies, other organizations, Thematic Working Groups and Platforms in order to share information, experiences, influence and/or build capacity.

iii.           Ensure appropriate representation of AAIS and contributions to issues in alliances and networks at all levels.

Promote documentation, sharing, M&E, learning processes i.              Work closely with Business Development unit and communication team to ensure evidence based stories of changes are generated, packaged,  disseminated to different audiences to enhance AAIS and AAI visibility.ii.             Make documentation and sharing part of performance measure especially for program staff

iii.            Make sure AAIS MEAL framework align with the global framework and AAIS CSP.

iv.           Ensure preparation and timely submission of quarterly and annual reports to the GS and regular report to donors in line with their respective guidelines and format.

Resource Mobilisation and financial sustainability i.               Provide strategic support and collaboration with the Business Development Unit to identify relevant issues for fundraising purpose in line with CSP through intelligence gathering and cultivating relationships with potential funding institutions.ii.             Assist in providing information on the evolution and new developments in the donor market and incorporate feasible innovations into AAIS’s programmatic work.

iii.            Facilitates programme lead funding through support for development of quality concept notes and proposals including negotiations with donors.

iv.        Provide oversight for donor contract management, compliance with donor rules including meeting deadlines and maintaining good donor relationship.

v.          Contribute to development and implementation of sustainability plan through effective utilization of funds, cost recovery and creation of Country Level reserve.

People management i.               Encourages female leadership development.ii.             Ensure the Programme department is staffed with competent, skilled and motivated staff members. Identify the Human Resource needs, recruit, induct, train, mentor and coach.

iii.            Ensure that Programme set annual performance objective, develop work plan, undertake timely performance appraisal and take appropriate corrective actions to address gaps as well as balancing staff personal development needs with organisational skills requirement

iv.           Lead, inspire and manage country programme team with a sense of supportive style and team spirit.

v.             Contributes to management decisions as a member of the Country Management Team.

vi.           Work in collaboration with other AAIS units and functions.

vii.          Maintain good relationship with external contacts
