MSF is an independent humanitarian medical organization providing emergency medical aid to populations in need. MSF Somalia mission is seeking a qualified person for the position below:

Position: COUNTRY REPRESENTATIVE ADVISOR

Areas of Coverage: Kenya with possible travel to Somalia/Somaliland

Start date: IMMEDIATELY

Length of contract: One year from start of contract date.

Main Purpose: Support the country representative through delegated tasks and responsibilities, manage the day-to- day functioning of the capital office and team, ensure contacts with local authorities, in order to contribute to the optimal functioning of the mission. The country representative advisor (CRA) replaces the country representative in his/her absence.

Other tasks include, but not limited to;

The country representative can delegate ad hoc any responsibility to the country representative advisor depending on the dimension of the mission, and taking into consideration sustainability in the treatment of different dossiers. Below there is a non-exhaustive list of the responsibilities that in general the country representative advisor may undertake. – Upon request of the country representative, represent MSF at all levels (local government authorities, media and other institutions in the country, other MSF sections, etc.) to negotiate terms of collaboration, defend MSF positioning, principles and values. Legal representation is not delegable unless legally backed up (powers of attorney, etc.) – Participate in the definition, monitoring and analysis of all aspects of MSF projects in the country / mission in accordance with MSF operational strategies, namely

  • Participate in the analysis of the social, political and humanitarian situation of the country, the consequences of a potential MSF intervention, evaluating the risks undertaken by MSF in the field.
  • Participate in the definition of the programs in terms of objectives, activities, indicators, financial, material and human resources needed.
  • Support the country representative in the preparation of project proposals and project reports for donors.
  • Provide support to all project coordinators in project management, preparation of project reports
  • Coordinate and activate the emergency response procedure when necessary, participate in exploratory missions.

o Supervise the organization and planning of the Capital team and Project Coordinators’ work, defining the mission’s decisional procedures and establishing information flows between the capital and the field. – Provide support to the country representative in HR management, namely:

  • Participate in the induction of the new staff, ensuring they are properly briefed on the context,
  • Check the well-being of MSF team particularly their stress levels, as well as adequate living conditions
  • Provide individual follow up to the Management Coordination team (guidance, support, advice and appraisals, identification of training needs, debriefings and end of mission evaluations )
  • Participate in the definition of the mission’s security policy and check compliance of security rules, maintaining a network of information allowing the monitoring of developments in risks and threats.

Context Analysis and Security Management

The country Representative Advisor (CRA) will gather context and security information in collaboration with the CR, HOPs, Dep-HOM, Dep-HOPs, PCs and Dep-PCs to ensure having a comprehensive considerate leading to a fact-based advisory.

When the CR is out, the CRA reports to the replacement at that time, but in case of severe disagreement regarding security and decision making, the CRA can reach out directly to the Field Security Advisor in HQ.

The CRA will monitor the context (political and security situation) at the national and district level and will provide advice in mitigating risks and optimizing operations.

Gathering information, analyzing and interpreting the security context situation of the country and feed to the CR and HOPs.

Gathering information, analyzing and interpreting the humanitarian context of the country and feed to the CR, HOPs and MedCo/s.

Support the mission in understanding the present and the evolving environment, power structures and changing dynamics. Analyze the impact of local dynamics on project staff’s safety and security as well as the impact on the population at large.

In line with the security framework defined, the CRA advises the CR, HOPs and PCs in developing and implementing context and security monitoring tools.

Visiting the project/s for fact-finding with analysis and reporting, when an incident occurs or tension concerning resource sharing arises.

Based on context evolution to support/advise the assessment, analysis the applied security of the projects, and as well designing the new setups.

Alert the CMT on security developments relevant to MSF staff and operations.

Coordination

The CRA will actively participate and advise the CMT in the review and update ofthe country policy for the mission, resource management issues, the country security guidelines and the Local Security Plan.

Conduct context, security and cultural briefings for incoming staff.

Representation, Negotiation and Networking

The CRA supports and coaches all staff on the culturally sensitive manner of representation to local contacts provide advice regarding possible perception issues.

Develop and maintain a network of contacts (delegated by the CR)

Act as interpreter/cultural mediator in a high-level negotiation and representation with the CR and/or

HOPs, or act on behalf in a situation where non-Somali staff does not  have access.

Operational support/advice within Somalia Mission

The CRA advises and participates in the elaboration of different mission strategic documents, contributing to the mission´s strategic planning and objectives.

Advice and participate in preparing and executing emergency response in the mission. This includes (but not limited to) support to assessments, implementation, and verification of alerts.

On exceptional occasions, accompany field teams visiting the projects when requested by the HOPs and permitted by the CR.

To be part of FIMT as Mission Operational Advisor – sparring, networking and analyzing local context.

Reporting, Information

Contributes to the contextual part of the monthly SITREP.

Requirements:

Education   Essential:  University degree. Desirable degree in project management or HR
           
    management experience.  
         
Experience   Essential:  Previous experience of at least two years in humanitarian assistance,
         
    preferably in management positions in MSF or other NGOs. Essential working
    experience in developing countries.  
     
Language   Essential: Fluent in English (written & spoken)
         
  Desirable: Fluency in Somali & Kiswahili (written & spoken)
       
Knowledge   Essential: Computer literacy (word, excel, power point and internet.
