TITLE:  CP& CRG Coordinator

TEAM/PROGRAMME: CP/CRG

LOCATION: Kismayo

GRADE: 3

CONTRACT LENGTH: 11 months            

CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Project Coordinator will be ensuring the effective implementation and supervision of CHASP Child protection activities in Kismayo, Dhobley and Adado districts. The incumbent will assume all the responsibility of the project management through provision of leadership and technical support to project staff and partners within the designated area(s) of responsibility for the post.

SCOPE OF ROLE:

Reports to: Field Manager (direct line Manager) and Child Protection Programme Manager as technical line Manager.

Role dimensions:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.

Staff reporting to this post: Project Officers based Kismayo.

KEY AREAS OF ACCOUNTABILITY

1        Programme Development, Planning and Representation

·         Inform and advise the development of projects relating to relevant Thematic Programme Priorities, through developing effective networking with government, local and international agencies and community contacts.

·         Supervise staff and motivate them to ensure the delivery of a quality Child protection, and SGBV activities.

·         Represent SCI in all the sub-cluster of the education, and Child protection cluster and CP working group.

·         Engage closely Ministry of women & Family affairs in Federal Member states

·         Ensure that project staffs comply with the code of conduct and the child safeguarding policy in their day to day implementation

·         Ensure key issues regarding project implementation are brought to the attention of line Manager for discussion and review.

·         Prepare and submit monthly reports to line Manager.

·         Contribute to the development of case studies for the purpose of reporting, and advocacy

·         Carry out additional responsibilities and projects as assigned by line Manager;

·         Organise and undertake (as applicable), together with project team, needs assessments and surveys that can form the basis for initiating or developing new projects.

·         Develop concept notes for planning and undertaking new initiatives and submitted to Child Protection Programme Manager

·         Participate in developing project proposals on the basis of approved project ideas/concept notes.

2        Project Implementation

·         The post holder will be responsible in the development of the detailed project implementation plans and review its implementation progress against the set target for the project.

·         The post holder will maintain close co-ordination with other Save the Children programme sectors to ensure effective and appropriate linkages ensuring efficient delivery of all programme activities.

·         Ensure a participatory and effective approach to the development, implementation and monitoring of specific

·         Prepare detailed action plans (activity and budget plans) and implement upon approval by the line manager.

·         Ensure the participation of children/target groups in M&E based on CRP principles and approaches

·         Manage implementation of project activities in accordance with required stipulated in the project documents and instruction of the line manager

·         Ensure that projects are implemented in accordance with the approved work plans and the involvement of partners and concerned stakeholders at all levels

·         Ensure that SCI and its partners implement project activities in a most efficient, effective and sustainable manner

·         Ensure that project/program monitoring and evaluation system/tools are applied and project progress (activities and outputs), results and immediate objectives (outcomes) and impacts are systematically tracked, documented and shared as appropriate on the basis of SC and donors’ requirements.

·         Under the leadership of the CP Programme Manager, organise monthly, quarterly and half-annual (as required) project review meetings involving all stakeholders and ensure that planning/implementation of projects are informed by the outcomes of the reviews.

·         Provide technical assistance to partner staff and community structures such as CWC through mentoring, developing standards monitoring/supervision tools, guidelines and trainings and other mechanisms to ensure quality of CP programme

·         Ensure effective community participation and utilization of local resources for project implementation and sustainability

3        Budgeting and Financial Management

·         Prepare monthly budget expenditure plans and ensure that all forecasted project budget are utilised as per the project implementation plan.

·         Update regularly the project planning matrix and phasing of project budgets which corresponds to the actual budget of the project as indicated in the PPM.

·         Monitor expenditure against approved field budgets, ensuring that expenditures are documented properly and that documentation and receipts are authentic representations of expenditures. Participate BVA meetings and share concerns related to budget usage.

4        Monitoring, Evaluation and Reporting

·         Support the project team in participatory monitoring and evaluation of project activities, ensuring the participation of children and their communities.

·         Ensure that the project quality benchmark is achieved.

5        Advocacy & Institutional Learning

·         Participate in the critical review of Save the Children’s activities and in the identification and documentation of lessons learnt.

·         Participate in the documentation and dissemination of learning, both internally and externally, to ensure that good practice is understood by all.

6        Staff Management & Human Resource Development

·         Provide effective line management to project staffs, in accordance with standing programme policies and procedures.

·         With the support of the CP Programme Manager, and/or other Senior Management Team members, address staffing issues in an effective, participatory and professional manner, including the facilitation of linkages between Programme Officers, partners and senior management.

·         Take the lead of implementing performance management with staff including performance management information inductions, and support staff set performance objectives every six months and conduct mid-term and final reviews annually

·         Act as a resource to programme team members and partners who seek guidance and professional input in their work.

·         Participate (assume a lead role) in the delivery of technical training programmes where appropriate.  This will include delivering or facilitating specific sessions or topics and, where appropriate, co-ordinating a complete workshop.

·         Participate (assume a lead role) in course/workshop reviews and in the preparation of training reports.

·         Participate in CP AOR and Protection cluster meetings and assessments

·         Support the implementation of other CP projects in Kismayo in case needed

Skills and Qualifications

QUALIFICATIONS 

A degree in Social Science, Childhood Development, Community Development or any other relevant field is requirement for this position

EXPERIENCE AND SKILLS

·         Minimum of 3 years’ experience in working with international NGO’s on CP and CP related work is mandatory for this position.

·         Proven Knowledge of the minimum standards of Child protection is requirement for this position.

·         Proven ability to manage a programme including management of human and material resources.

·         Ability to produce analytical and well-presented project reports and proposals.

·         Ability to communicate and maintain tactful relations with relevant local authorities in politically and culturally sensitive environments.

·         Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.

·         Flexible, adaptable, able to improvise and work in stressful, volatile environment

·         Familiarity with Sphere guidelines and other humanitarian standards, such as Red Cross Code of Conduct

·         Experience of supervising and motivating field staff

·         Strong organizational, interpersonal, and communication skills

·         Representational and advocacy skills

·         Excellent verbal and written communication skills in English and Somali.

·         Sensitive to issues affecting children and committed to Save the Children’s common approaches
