Job Title: Data Management Officer

Reporting to: Senior Orphan & Child Welfare programme Officer

Location: Mogadishu, Somalia

Contract period: 6 months, renewable depending on performance and funding.

Human Appeal Somalia Field office programme operations are based in Mogadishu, Gedo region and previously Bai region, with programmatic focus in the sectors of; WASH, Shelter, FSL, Education/Child Sponsorship, Protection, Health and Nutrition.

Position Summary

The position will support senior Orphan & Child welfare Program officer and other programme team in preparing all office data and managing orphan sponsorship communication flow with CO–Field & Vice versa as per OCWP manual. Preparation of reports (Monthly, Quarterly, annually..etc) and generation of payments to orphans along with keeping all sponsorship database and software up to dated and functional. The position holder will also be IT support for the Country office

Main Job Tasks and Responsibilities

Enter orphans’ data and incoming and outgoing communication/quarries/concerns in

Sponsorship database and deliver to concerned individuals and coordinate for timely collection from the field.

Make sure that data collection procedures are in line with all relevant rules and guidelines for data protection policy.

Ensure annual reports of the Orphans as pre requirement are uploaded into the online system and coordinate for any issue/problem with concerns on time.

Quarterly development of online budget in data base and payment processing within agreed time frame and follow up with banks.

Provide support to the Sponsorship lead during Sponsorship activities

Facilitation to field staff on issues related to data and Management Information System

Compilation and submission of Monthly reports of the sponsorship department from field and CO.

Maintain confidentiality and observe data protection guidelines.

Review, analyze, and validate data to ensure consistency, integrity and accuracy based on project specific guidelines

Formulate techniques for quality data collection to ensure adequacy, accuracy and legitimacy of data

Ensure documentation and record keeping of the OCWP (Orphan and Child Welfare Program) and other projects and programmes department.

Key Competencies and Requirements

A Bachelor’s degree in any of data management analysis, computer science, computer engineering, statistics, or other IT-related field.

The position holder requires strong ICT and communication skills

Must possess good numerical and analytical skills. This is necessary for the daily analysis and evaluation of data

Must have good communication and interpersonal skills

Must demonstrate good management and leadership traits at all times

Must be willing and able to work in a team, as either a member of a team or the leader of the team

Must have good IT skills (including data evaluation/analysis using relevant computer application)

Must be able to accomplish assignments/tasks with little or no supervision

A minimum of 3 years post-school working experience as a data manager/analyst in a reputable organization

Computer proficiency

Data Entries and Database Management

Data retrieving skill

Proven experience as data manager or managements

Reports Generation/Report writing

Sound knowledge of quantitative data management processes, including data storage, security, retrieval, interrogation and reporting and demonstrated ability to apply this knowledge in the use of databases, spreadsheets and other departmental tools (including MS Access and Excel) to support analysis and reporting activities.

Demonstrated ability to plan, schedule and undertake high quality work to meet explicit deadlines

Risks/ Challenges

Short deadlines for submission of Orphans report

Payments as per timelines, and requirements.

Internet speed and uploading issues.

Management of work with support of Field Staff.

Excellent cross-cultural awareness.

Experience working in security-sensitive environments and enforcement of team security protocols is an asset.
