Terms of Reference

The ToRs given below are for the position of Database Specialist which will be part of the technical assistance team of MOLSA, mainly to take lead in managing the database design, implementation, analysis and reporting for Baxnaano and USR related information.

• The database specialist is to design and manage the databases of SP programs under MOLSA for all the applications. The database specialist should be able to develop/manage a well optimized information repository and make sure that the data is fully secure and protected.
• Design, develop and optimize the databases of Baxnaano and USR MISs and maintain design, development, and other technical documents up to date.
• Use database optimization techniques for efficient storage and retrieval of information from the database.
• Develop stored procedures, triggers and other codes for implementation of data storage and reporting functions.
• Implement logical checks on data quality, clean data, maintain standard formats etc.
• Make sure that the payrolls and reconciliation information is stored, processed, and verified only through the front end of the system and MIS team is facilitated in developing automated payroll processing interfaces for PIU operations team members.
• Make sure that the actions of PIU team members involved in payroll generation and processing are logged in the database.

• Make sure that the beneficiary lists maintained in the database and all other information processed through the system cannot be changed without approvals from the PIU coordinator.
• Make sure that the development is not carried out on the live systems and appropriate development/test machine(s) are used for carrying out development work before any such applications can be made live.
• Make sure that the changes to the database are implemented only after the approvals are taken from the PIU coordinator, based on a format that has already been developed.
• Develop and regularly update the data security plan for the distributed systems in liaison with MOLSA PIU Officers and setup an effective antivirus and backup system at the Secretariat.
• Ensure that MOLSA’s/PIU’s capacity to operate and maintain database systems is developed and institutionalized.
• Facilitate internal and external audits by providing the requisite information through proper channels established for data sharing.
• Makes sure that the dynamic data sharing protocol is implemented, and data is dynamically shared with the relevant stakeholders by using the online interfaces (developed by the MIS team) as per the approvals.
• Conduct data analysis in response to requests by MOLSA/PIU and others. Provide on demand specific data analysis and reports to key stakeholders, based on data sharing agreements.
• Make sure that the system can accommodate the increasing needs of users by forecasting the database server capacity needs and making sure that the system is regularly upgraded as the need be.
• Make sure that the systems are always fully secured and operational to ensure 24/7 operations for the end users in sharing information and resolving issues of the beneficiaries.
• Contribute to the procurement of technical resources as and when required.
• Carry out testing, debugging, upgrading and modifications of database.
• Ensure that the system and its applications are not accessed by unauthorized users.
• Implement data security and protection plan for servers and client devices.
• Ensure that the data stored in the system/servers and processed through client devices is protected through encryption.
• Hold regular meetings with MIS team to make sure that the design and development work is on track.
• Develop and provide weekly/monthly and quarterly progress reports.
• Any other related task as identified by the MIS Architect.

Qualifications and Experience

• At least graduate (preferably Master) in Computer Sciences/Information Technology/Software engineering or a related field.
• 6 years of experience in development sector with 4 years of experience in implementing SQL/MySQL based MIS databases.
• Demonstrated ability to develop distributed client/server-based databases.
• Understanding and preferably experience of programming in C++, C# and Java.
• Understanding and preferably experience in web services, SOA, or SaaS development.
• Understanding of java EJB.
• Familiarity with asynchronous programming patterns, AJAX, XML, SOAP and JSON.
• Solid understanding of data structures and data communication over internet-based applications.
• Understanding of network security, encryption and related concepts.
• Understanding and experience of implementing Software engineering life cycle.
• Understanding of various third-party control suites (Telerik, Infragistics, etc.) will be an advantage.
• Experience with automated testing, continuous integration, and software quality assurance techniques.
• Experience in Online and Offline system development architecture.
• Quality assurance testing skills.
• Technical writing skills.
• Ability to work in a self-directed as well as a team-oriented, collaborative environment.
• Excellent written and verbal communication skills.
