The University of Hargeisa is looking for a qualified applicant for the position of Dean of the College of Medicine and Health Sciences at the University of Hargeisa, Somaliland.
The University Of Hargeisa is the largest and leading chartered public University in the Republic of Somaliland and the largest University as a whole in the Republic of Somaliland. As the leading higher education institution in the country, it is committed to providing a wide range of undergraduate and postgraduate degree courses. The goal of the university is to give all graduates the skills needed for success in their future careers and to contribute wider processes of educational and professional development in Somaliland.

The Dean of the College of Medicine and Health Sciences is responsible for overseeing all aspects of the academic mission and achieving the objectives associated with the College’s four planning pillars, which are education, research, clinical care, and community engagement.


The applicant will be expected to provide leadership in the College of Medicine and Health Sciences of the University of Hargeisa. They will have oversight and responsibility for the Faculty of Medicine, Faculty of Nursing and Midwifery, Ophthalmology, and Postgraduate Programs. The Dean must demonstrate a high level of professional education and practical experience including research, teaching, scholarly activities and service. The successful applicant will also be in charge of the day-to-day administration, organization and development by planning, coordinating, implementing and evaluating the College programs and services.

Key responsibilities:

  • Work collegially and constructively with key University stakeholders to lead the strategic direction of the University.
  • Develop, manage and implement the College’s strategic planning process, aligned to the University’s strategic plan.
  • Embed a quality research culture and enhance the research profile and output of the College, increasing the quantity and size of research grants and the number of publications and citations.
  • Encourage and promote effective and reflective teaching through example, support and advice.
  • Provide academic leadership in ensuring that the College’s academic programs are innovative, highly respected in the community, and meet the requirements of students, employers, and professional accreditation authorities.
  • Develop meaningful partnerships and collaborations with leading international faculties.
  • Build, develop and manage a high quality workforce capable of delivering the teaching and research priorities of the College.
  • Build leadership capability among College members through regular communication and effective talent management strategies.
  • Develop and enforce appropriate quality assurance mechanisms throughout the College.
  • Build and sustain excellent relationships with the Somaliland health community, University of Hargeisa alumni, Somaliland ministries and government to promote the interests of the University.
  • Achieve the financial performance goals of the College and ensure its financial viability by developing sound business plans.
  • Ensure that effective systems exist to collect and provide management information as required.
  • Increase and maximise fund raising by effectively representing the University and developing initiatives with external partners.

Requirements for the Dean of the College of Medicine and Health Science position:

  1. A Doctorate or Master’s Degree in the field of medicine with at least 10 years’ experience of management in Higher Academic Institution.
  2. Leadership experience and ability to lead and motivate staff to meet the College’s vision and objectives in education, research, clinical care and community engagement.
  3. Extensive teaching and research experience in higher education with ability to manage a range of educational processes, including planning, marketing and continuous improvement of programs and courses.
  4. Publications in the Medicine and Health Science field and related literature in areas relevant to the vision, mission and goals of the University of Hargeisa. Accordingly, the candidate should have at least three articles/papers published on reputable related journal.
  5. Ability and willingness to provide assertive advocacy on behalf of the University.
  6. Excellent and effective verbal and written communication skills in English and Somali.
  7.  Evidence of successful management of staff, partners and stakeholder relationships including health services and clinicians. Understanding of strategic planning and finance relevant to the role.
  8. Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
  9. High integrity/ethics and the ability to meet deadlines.
  10. Excellent computer skills.
