Job Purpose
To provide robust technical support and guidance to Somalia and Kenya National Societies, by enhancing their capacity in disaster and crisis prevention, response and recovery; as well as implement other key thematic/programmatic areas. Ensuring consistence and harmonized support to NSs in scaling up quality and coverage of disaster risk reduction, climate change adaptation programming, including green response. He /she will be responsible for strengthening NSs’ institutional preparedness, including the promotion of IFRC initiatives such as the Preparedness for effective response (PER) and IFRC preparedness mechanisms such as the Forecast Based Financing, in addition to contingency planning and response operation capacity (readiness to respond). The position will ensure that the IFRC’s disaster response strategies, standards, approaches, protocols and tools are widely disseminated, understood and practiced in National Societies own context. The OPS/DM coordinator will promote coordination, sharing of information and learning by leveraging the capacity of the Federation-wide system in support of National Societies. In addition to technical role, the OPS/disaster management delegate will profile RC work by strengthening coordination with national societies, relevant government stakeholders and other humanitarian agencies.
The OPS/DM Coordinator is a member of the Regional DCPRR Team in Africa. It is under the direct management of the Nairobi Cluster Head of Delegation. The technical reporting line of this position is the Regional Operations Coordinator, Africa Region based in Nairobi, who shall define the technical and operational priorities with the team member, heads of delegation and Regional HoDCC
Job Duties and Responsibilities
Technical and programme support
- Support and strengthen the Federation’s work to National Societies in promoting a holistic and integrated approach to disaster risk management in line with the Federation’s frameworks, strategies and approaches for community safety and resilience
- Promote Long term strategic approach towards the Pan Africa Initiatives as well as Climate Change Adaptation/Mitigation, including Green Response, recovery, migration programming, while promoting cash transfer programming and ensuring the mainstream of Protection Gender and Inclusion (PGI) as well as Community Engagement and Accountability (CEA) principles and mechanism.
- Promote cross border coordination and collaboration amongst the NSs, including peers initiatives;
- Provide technical support to NSs to strengthen their Disaster Management capacity in line with Federation-wide and, regional policies and strategies.
- Play active role in creating country specific and sub-regional partnerships among Movement partners and between Movement partners and external stakeholders;
- Participate in Humanitarian coordination forums and ensure the continuity of the Movement partners mechanism of participation in sectorial meetings.
Preparedness for Effective Response
- Promote prepresses for effective response (PER) approach and tools.
- Strengthen Organizational readiness (NS/Federation) through the promotion of trainings on VCAs, EWEA and the adoption of Hazard mapping and multi-hazard preparedness measures;
- Promote the Forecast Based Financing (FbF) mechanism and accompany NSs in the elaboration and revision of protocols.
- Support and promote Cash Based Intervention (CBI) guidelines and SoPs to national societies context
- Undertake discussions with stakeholders for the prepositioning of preparedness stocks at strategic locations
- Support the development of NS contingency plans.
- Support NS in strengthening their operational capacities to respond to disasters
- Facilitate creation of pool rapid response personnel.
- Support effective use of Federation regional expertise and capacities in disaster response through Surge.
- Organize events in collaboration with Movement partners and external stakeholders on early warning for strengthening cross regional cooperation to foster lead time early warning services.
Support to Disaster Response Operations
- Monitor ongoing, imminent and potential future disasters & crisis and provide regular feedback on trend analysis to the Head of Cluster and Head of DCPRR;
- Undertake role of operations manager for any new DREF and Emergency Appeal operations to ensure lead and business continuity until full time Surge / Operations Manager is hired /assigned.
- Ensure support to Surge and Operation managers at country level and in close collaboration with the DCPRR Africa Regional Team on programmatic aspects of the transition from relief to recovery to resilience building.
Coordination and Collaboration
- Ensure continued collaboration with Movement partners in the Sub-region.
- Strengthen the collaboration with relevant government agencies and other non-Movement actors including UN and governmental bodies to inform and participate in coordinated response strategies;
- Participate and contribute to the work of the coordination mechanism and other relevant meetings i.e. humanitarian Clusters, regional and national level coordination platforms to promote the RCRC position;
- Ensure the continuity of the Movement partners participation in sectorial meetings mechanism in place.

- Establish a calendar of regional disaster and crisis related events and participate to meetings, forums, conferences, and workshops as deemed relevant to promote the RCRC position and ensure adequate communication and coordination with other stakeholders.
Representation / Advocacy
- Represent the IFRC at community or local official level and liaise with the inter-agencies and organisations when/where appropriate and be the focal point for Inter Agency coordination and other NGO meetings, task
- forces and governmental DM co-ordination mechanisms (National/regional ECOWAS, OCHA, EU platforms) as required, fostering co-operative alliances where appropriate.

Budget Management

- Act as the budget holder for DRM projects (responsible for ensuring expenditures charged to their cost-centre or project are appropriately authorised, allocated and correctly stated. Authorisation of expenditures will be exercised according/in compliance with IFRC Financial procedures (through approval of transactions, monitoring and forecasting actual and future expenditure requisitions against the approved budget line, clarifying funds are available and ensuring donor earmarking requirements are met).
Programme planning monitoring, reporting and evaluation
- Ensure accurate and timely reports for the Federation and for donors per approved PMER Procedures and related guidelines.
- Develop plans as well as budgets based on expected year-end outputs, ensuring close monitoring of activities and disbursements as per pledges and donors’ requirements;
- Work closely with IFRC regional counterparts to ensure effective communication and reporting mechanisms;
- Ensure optimum efficiency of donor funds, effective budgeting and financial controls, transfers and maintenance of compliance.
- Conduct/support national societies in monitoring, mid-term review, community satisfaction survey, end of operation evaluation
- provide support in the evaluation of Emergency Appeals and DREF disaster response operations
- Support DCPRR Team to document and compile lessons learnt and good practice from disaster management and use that to improve future planning, programming and implementation, that they are shared within the Africa Region. Ensure that knowledge transfer within programmes and the Movement is achieved.
- Update the 4W Movement matrix within Sahel sub-region to leverage on complementary of action with other Movement partners.
Resource Mobilization:
- Enhance resource mobilization and fund-raising capacity; in addition to mapping funding opportunities and support developing proposals. Organize trainings, aiming at fast and effective mobilization of Federation response system and mechanism.
Staff Management
- Act as line manager for national staff of the DM Unit as well as Operations manager in the area of responsibility
Education
- University degree in disaster risk management or social sciences, international relations, or equivalent
- IMPACT/Basic Delegates Training Course
Experience
- Relevant experience on project and budget management
- Minimum of 5 years of experience in disaster management, including field operational experience
- Experience setting up, managing and coordinating disaster response, including leading multi-national response teams.
- Experience of working for Red Cross/Red Crescent Movement.
- Proven experience of capacity building and training
- Experience in project cycle management (Project writing, Log Frames, Financial management, Reporting, Monitoring and Evaluation)
- Experience in managing communications and advocacy projects
- Experience with donors programming requirements, in particular USAID, ECHO and DFID
