TITLE: Deputy Area representative -Program implementation

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Overall purpose of the role is to contribute to the development and to ensure delivery of high-quality programs for children in the country office. This involves working through the thematic program managers in the development of relevant projects that meet the needs of the beneficiaries, timely implementation of approved projects within time, with quality and within budget. Ensuring that ongoing programs are continuously monitored using the quality benchmarks and working with the program managers, technical specialists, and awards to ensure that quality reports are developed and shared with the members on time. The role is also responsible that our programs are integrated, gender sensitive and have space for the inclusion of children with disabilities. The role is responsible for the line management of thematic program managers. He/she will have functional line management with field-based consortium managers and technical specialists. The effective program management will play a key role in the expansion of Save the Children programmes to increase impact and enable positive change for children.
SCOPE OF ROLE:

Staff reporting to this post: Sectoral Program Managers and with strong functional line management with area MEAL & ACCM Managers
Budget Responsibilities: Yes
Role Dimensions: SCI as an organization operates in all districts of Somaliland, implementing child protection, child poverty reduction, health, nutrition, education, and WASH in coordination with the relevant line ministries. SCI Somaliland employs over 160 staff across three offices and implements a budget of close to 28 million USD per year.
KEY AREAS OF ACCOUNTABILITY:
The Deputy AR is responsible for directly overseeing senior program managers (6) in implementing programs across Somaliland. Key deliverables will be ensuring programs are delivered on time and on budget, key performance indicators are met, reporting on time to donors, and deputizing for the AR as second in command for the area office. The Position holder is responsible and accountable for Save the children’s quality programme implementation both in the development and humanitarian sectors within the boundaries and in accordance with SCI quality framework, strategies, and policies.
Programme design
- In consultation with the area representative and working through the respective program managers & technical specialists, contribute to the proposal development process pertaining to the area office
- Ensure programs being developed are evidence based, have baseline information/data and reflect the needs of the intended beneficiaries
- Undertake wide consultation with the respective line ministries, relevant institutions and target communities when possible to maximize inclusiveness and legitimacy of the program development process
- Ensure that field level HR, logistics, finance and security are involved and input to the proposal development process
- Ensure that all projects have procurement and HR plans which are reviewed immediately after project approvals.
Programme implementation
- In coordination with the awards team, ensure that all new projects, immediately after approval, have their kick off meetings organized with the participation of all relevant staff members from the field, country office level and when necessary from the contracting member
- Ensure that all projects, from the first two weeks following their approval, have detail implementation plans, phased budgets, revised procurement plans, MEAL plan, customized quality benchmarks and HR plans
- Ensure that all project staff for new grants are recruited and are in place within one month following project approval
- Ensure that all major project procurement requests are raised and shared with the logistics within the first week following project approval to prevent delay in serving target beneficiaries – Procurement of project supplies and equipment should be completed within the first quarter of the project period
- Coordinate with the awards and finance teams to have project fund summaries are in place and project DEAs are created within the first 2 weeks after any project is approved
- Ensure that every project has an exit strategy and sustainability plan
- Ensure that the monthly cash forecasts are aligned with the phased budgets and all projects fully spend their monthly forecasts as per approved phased budget (100% spending Vs the monthly cash forecast)
- In the unlikely event of underspending in any given grant, ensure a mitigation plans that is sufficient to guarantee full spending of the forecasting amount is put in place.
Programme monitoring and reporting
- Ensure the programme budgets are adequately monitored and that expenditures conform to planned activities; Likewise, ensure that there is robust project field monitoring plan by managers and coordinators for each quarter
- Ensure that adequate field level monitoring is carried out in line with the M&E plans and findings are documented, filed and acted upon
- Ensure quality data are collected and recorded on monthly bases to ease timely and quality donor reporting process
- Coordinate with the technical specialist and organize TS field visits to project sites
- In coordination with the AR and TSs, Ensure that area level qauarterly reviews are held consistently. Prior to the quarterly reviews, full project monitoring should be organized and findings are discussed in the review of each project during the review meetings
- Ensure MEAL and ACCM budgets in the area office is planned and its spending tracked on monthly basis
- Ensure that routine project staff meeting is in place and that the discussions are guided by field monitoring reports, BVA meeting actions points as well as other issues arising from the routine project implementation
- Ensure all project teams are familiar with the Operations monitoring reports (KPIs, Quality Framework / Essential standards) to facilitate their obligation and commitments
- Ensure that all donor reports (narrative and financial) are submitted on time and are of high quality
- In collaborations with the media and communication team, ensure that every project collects sufficient case stories and most significant stories
- Ensure that program synergy and integration is achieved in the area office to maximize benefit for beneficiaries
- In collaboration with the research team, ensure that opportunities for research are identified and communicated
- Ensure that all resources for programme implementation are adequately managed and used for the purpose they are meant to.
- Be responsible for the monitoring of activities implemented by our partners (local and international) and provide management and technical support to the partners.
- In close collaboration with the awards (partnership focal point) do periodic partner visits and capacity building program.
- In collaboration with the awards team, ensure that grant close out meetings are held (3 months before any grant ends) so that issues are identified
- and plans are put in place for smooth closeout of projects.
Staff Management, Mentorship, and Development – Program staff
- Responsible to ensure that performance monitoring culture is promoted and embraced by all program staffs.
- Support the area representative in ensuring that all program staff understand and are able to perform their role in an emergency.
- Promote a culture of inclusiveness and consultative management, of building high performance teams that work together efficiently and in harmony.
- Participate in the recruitment of all Program staff with focus to senior positions in the project hierarchy.
- Support the area representative in incorporating staff development strategies and Performance Management Systems into team building process.
- To act for the Area representative in his/her absence.

- Build a robust relationship with the local authorities and local communities by ensuring transparency and accountability to our beneficiaries and local communities. SCI programme in the area should gain excellent community acceptance.

- Monitor the humanitarian context in the area office and share updates and humanitarian trend analysis with the AR and CO Ops team

QUALIFICATIONS
- University degree in management.
EXPERIENCE AND SKILLS
- Minimum 8years practical experience managing a large programme in a complex emergency as well development context, with a particular focus on [education, child protection, child right governance, health, nutrition, WASH, and livelihoods], in large international non-governmental organisation or other international relief/development body.
- Experience of managing the programme cycle, including assessments, project design, proposal and report writing, implementation, monitoring, and evaluation.
- Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks, and responsibilities.
- Highly developed research, analytical, monitoring and evaluation, and report-writing abilities.
- Sound financial management skills, particularly in budgeting and reporting.
- Practical knowledge of current thematic issues and debates in developing countries, and of the major institutional donors such as, GPE, EU, DFID, BHA, FFO and UN agencies.
- Computer literacy, particularly in Word, Excel, and PowerPoint.
- Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi-location, values driven teams.
- Willingness to work and travel in often difficult and insecure environments.
- Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
- Ability to present complex information in a succinct and compelling manner
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
