Deputy Chief of Party (DCOP)
Democracy International (DI) is seeking to hire a Deputy Chief of Party (DCOP) for the anticipated five-year People-Centered Governance Activity (previously Local Governance and Reconciliation Activity) in Somalia funded by USAID. The purpose of this activity is to promote more effective and legitimate local governance in southern Somalia. This will be a full-time position based in Mogadishu and will be contingent on award and funding and this position is only open to Somalia citizens. The DCOP will lead programmatic, operational, and administrative activities of the activity and will report to the COP. The DCOP will support the COP will be responsible for developing a strong vision and implementation of the program with an evidence-based approach, integrating innovative strategies and delivering on all objectives of the project. They will be responsible for overseeing the day-to-day management of some staff. They will also provide mentorship and training, as needed, for all staff. The successful candidate must have significant international program management experience in Somalia or other countries with similar settings as well as experience with local governance programs. They will serve as the primary point of contact between USAID and the DI program.
Essential Job Duties:
The position’s responsibilities will include: Programmatic
- Provide guidance and coordinate support to the programmatic teams and sub-grantees, including identifying and promoting clear communications on issues of programmatic and budget management activities, compliance, monitoring and evaluation, and documentation;
- Assist the CoP in coordinating and communicating with the traditional leaders, local councils, Federal Government of Somalia, other donors, universities, the civil society sector, and other implementing partners;
- Represent DI externally at meetings, workshops, and other events as needed;
- Provide guidance and coordinate support to the programmatic teams and sub-grantees, including identifying and promoting clear communications on issues of programmatic and budget management activities, compliance, monitoring and evaluation,
- Oversee staff capacity-building across the program and provide evaluation and workforce management,
- Develop regular reports and ongoing activity monitoring consistent with USAID requirements and with internal reporting requirements; and
- Provide technical advice and support to build capacity of local entities and organizations on specific activities.
Administrative
- Continue to build and lead DI’s dynamic local team;
- Approve expenditures and other financial transactions in accordance with DI and USAID policies and practices;
- Liaise regularly with USAID, local staff and partners, STTAs, and DI’s home office to ensure that deadlines are met and high-quality deliverables are completed and submitted in a timely manner; and
- Manage relationships with local partners and government, civil society representatives and international donor representatives.
Secondary Job Duties:
- Contribute to ongoing Democracy International business development efforts, in Somalia and around the world.
Qualifications:
- Bachelor’s degree or higher in international development, political science, management, or other relevant field, Master’s degree preferred but not required;
- Minimum of 5 years of experience with USAID compliance and reporting requirements as well as a thorough understanding of the USAID regulatory environment;
- Minimum of 7 years working in contexts similar to Somalia, incorporating elements of local governance, peacebuilding, civil society, capacity building, conflict mitigation, and inclusion in an international development context;
- Minimum of 3 years’ experience managing a diverse, multi-cultural team;
- Experience in increasing promoting citizen participation in local governance, particularly among women, youth, and historically marginalized groups;
- Strong interpersonal skills to effectively coordinate with Somali counterparts a wide range of stakeholders at local, regional and national levels (e.g., government, civil society, citizens, private sector);
- Professional fluency in English is required
- Knowledge of Somali or Arabic strongly preferred.
Reporting:
- This position reports to the Chief of Party in Somalia.
- Direct reports may include the DI Somalia team.
