Creative is seeking a Deputy Chief of Party (DCOP) for the anticipated USAID-funded Local Governance and Reconciliation Activity (LGRA) in Somalia. S/he will work in tandem with the Chief of Party (COP), to provide technical and administrative leadership in the implementation of project activities, to provide quality control for the program’s technical outputs, and to support the COP in representing the program. The DCOP contributes to the timely submission of all required deliverables and reports and dedicates his/her efforts to ensuring that the project is implemented according to the technical stipulations in this statement of work and in conformity with the agreed-upon, finalized work plan.
The DCOP will report directly to the COP and will serve as Acting COP in the COP’s absence. S/he will also supervise various project staff and functions, including administrative project oversight.
Responsibilities
- Provide technical leadership for activities under the project, including conceptualizing, designing, implementing, and monitoring innovative, cutting-edge programming and technical leadership activities.
- Ensure both internal management and external coordination for successful project outcomes.
- Serve as the chief of party during COP absence.
- Supervise a team of professionals and experts in technical areas, administrative and operational activities, inclusion, monitoring and evaluation, and grants management.
- Support transfer of skills and knowledge to local staff and local organizations.
- May be required to oversee one or more regional offices.
- Support the COP with the coordination of local partners, including sub-recipients and sub-grantees
- Facilitate and support partnerships, collaboration, and collective action between a diverse group of local stakeholders
- Mentor and coach staff and partners to support their professional development and application of skills and knowledge to succeed in their roles .
Skills and Qualifications
- Master’s degree in international development, public administration, public policy, or a related field of study.
- A minimum of eight years of experience in team leadership role and five years of experience as deputy chief of party or project manager on a project of similar size and scope (USAID experience preferred).
- Demonstrated leadership/managerial, technical, and administrative skills in program management, including managing budgets and personnel, motivating and supervising team efforts.
- Technical expertise in several of the following areas: local governance, accountability, counter corruption, social accountability.
- A solid understanding of the value systems, traditions, and social norms and practices in Somalia, is strongly preferred.
- Excellent oral and written communication skills in English.
Preferred Qualifications
- Experience working in Somalia or East Africa.
- Demonstrated experience managing highly adaptive programs, as well as applying conflict-sensitive approaches.
- Knowledge of the political, social, and economic context of Somalia.
- Somali nationals are strongly encouraged to apply.
