DEPUTY DIRECTOR OF ADMINISTRATIVE AND FINANCIAL AFFAIRS (Rajeb Dayyip Erdogan – Ex-Digfeer Hospital)

Position overview

The Deputy Director of Administrative and Financial affairs is responsible of providing strategic support to the Administrative and Financial Affairs. The holder of this position is expected to help in management of administrative functions, budgeting and resource allocation to ensure efficient and effective implementation of operations.

Reporting

The Deputy Director of Administrative and Financial affairs will work closely with section heads of finance and administrative sections and report directly to the Director.

Responsibilities

  • Administrative oversight: Help in coordinating and management of administrative activities including human resources, management of the facility, procurement and general operations.
  • Financial planning: Participate in the development and implementation of the hospitals financial strategic plan, budget preparation and resource allocation.
  • Budget management: Support the director in the preparation, monitoring and analysis of budgets and ensure the budget is aligned to the hospitals objectives and goals
  • Resource allocation: Work together with sections heads in allocation of human and financial resources as well as medical equipments.
  • Policy development: Help in the development and implementation of administrative and financial policies, and develop SOPs and guidelines to ensure compliance with statutory and standard practices.
  • Team leadership: Provide guidance, mentorship and leadership to administrative and financial teams.
  • Compliance and regulation: Promote compliance with relevant regulations, laws and organization policies. Participate in internal and external audits and ensure implementation of corrective actions.
  • Risk management: Conduct Risk and SWOT analysis, identify gaps and come up with corrective actions.
  • Reporting and analysis: Prepare and review monthly progress reports and quarterly administrative and financial reports regarding the performance of the hospital.
  • Process improvement: Identify opportunities for process optimization and standardization across administrative and financial functions as well as implement best practices to improve efficiency and effectiveness.
  • Team leadership and development: Provide leadership to administrative and financial teams, ensuring cooperation and results-centered culture in the organization.
  • Professional development: Stay updated on industry trends, regulations and best practices in administration and finance in order to promote continuous improvement of service delivery
  • Stakeholders’ engagement: Work with internal and external partners including government agencies, NGOs, and other organizations to ensure smooth operations and positive working relationships.

Qualifications

  • A master’s degree in business administration, finance, accounting or a related field.
  • A bachelor’s degree in business administration, finance, accounting or a related field.
  • A minimum of 5 years’ experience in administrative and finance positions with documented leadership and managerial capacities.
  • Preferably has worked in the Hospital and understanding the context surrounding on it.
  • Proficiency in English and Turkish Languages
  • Good understanding of administrative operations, statutory financial requirements and standard practices.
  • Prowess in using financial management systems.
  • Excellent communication, interpersonal and negotiation skills.
