Organisation Background
Founded in 2011, the International NGO Safety Organisation (INSO) is an international charity that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.
INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions. The organisation has grown from an innovative start-up to become a globally recognised charity and a valuable component of the humanitarian safety coordination system.
Today, with more than 900 employees globally, INSO provides daily support to 1000 NGOs operating in 14 of the world’s most insecure countries and has earned a strong reputation for its performance, principles, and professionalism.
As of April 2019, INSO is registered as a charity in the Netherlands with its global headquarters now based in The Hague, the international city of peace and justice.
INSO Somalia
INSO Somalia seeks to address the growing challenge of safety in the NGO community in Somalia through the provision of specialized, coordinated, and focused safety management support. It recognizes the insecure operating environment all NGOs face in Somalia and the collective value of enhancing safety preparedness and support.
The project provides the NGO community with its own safety focal point and tailored safety support services through 3 main services: Research & Analysis (provision of regular reports, safety risk assessments and briefings); Capacity building (provision of various trainings); and Response (provision of support to crisis management in response to critical incidents).
Job Summary
We are now seeking a qualified and experienced individual to join our team as the Deputy Safety Advisor-Puntland and Galmudug, a position based in Galckayo.
Reporting to the Safety Advisor (SA), the Deputy Safety Advisor (DSA) will be responsible for the delivery of INSO Services, Representation and Coordination and adhere to INSO Policies and procedures among other duties that may be assigned.
The incumbent will be the focal point in Puntland and Galmudug, liaising and coordinating with NGOs and other relevant actors (UN, Government Authorities, Elders, religious Leaders, journalists etc).
Major Responsibilities
Delivery of INSO Services
INSO Alerts
Be on the lookout/vigilant on occurrences and incidents requiring immediate operational response
Upon verification of incidents with the Safety Advisor Assistant (SAA), draft the alerts in coordination with the SA.
INSO Reports
Be on the lookout/vigilant on occurrences and incidents requiring immediate operational response
Upon verification of incidents with the Safety Advisor Assistant (SAA), draft the alerts in coordination with the SA.
Weekly Incident List & Regional Incident List
Gather incidents occurring within the week in coordination with the SAAs
Bi-Weekly Reports
In coordination with the SA and Regional Information Officer, prepare the local section of the bi-weekly reports
Area Assessments
In coordination with SA, draft area assessments with all the necessary information as per the approved format and INSO standards.
INSO Safety Roundtables
In coordination with SA, prepare the briefs for the Roundtables as well as the presentation and chairing of the Roundtables focusing on the specific area of the roundtable ensuring adherence to the standards
Independent Safety Advisor Services
Upon request by NGOs, and in coordination with SA, respond to day-to-day requests from individual registered NGOs, this could include (but is not limited to) advice on a planned travel, incident management, general briefings, or third-party referrals.
MAP/Data Services
Under authorization of Director, Horn of Africa and in coordination with SA, share customized maps, graphics, and charts upon request for NGOs use
Security Plan Review Service
In collaboration with the SA, provide a report following the review in the authorized format of Security Plan Feedback Form (SPFF)
Site Security Review Service/Compound Assessment
In coordination with SA, assist NGOs upon request to conduct a site security review of any NGO facility (residence, office, sub-office, warehouse etc.) and provide written report with recommendations.
Emergency Coordination
In collaboration with SA, provide basic coordination and support function to NGOs as may be required by the circumstances they face.
Crisis Assistance
In coordination with the SA, and in relation to security matters of extreme urgency or sensitivity – such as life-threatening injury, armed attack, fatality, or kidnapping – provide expert assistance to senior NGO crisis responders with urgent advisory, information or referral services such as liaison with quick reaction forces (QRF), reference to medical services or advice on incident management
SitReps
Prepare weekly reports (SitRep) for SA
Representation and Coordination
Network with NGOs in Puntland and Galmudug
Maintain accurate records of contacts (statistical operational data) and make follow ups where necessary
Participate in the security cell meetings in the areas of responsibility Cover for the Safety Advisor while on leave
Mandatory Requirements:
Must be a Somali National
Fluency in English, both written and spoken.
Proven writing and analytical skills and attention to detail.
Personal and professional resilience in a fast moving, high output, quality-driven program.
Experience in the humanitarian, and/or risk management and/or humanitarian access sectors. Demonstrable understanding of humanitarian safety practices and principles.
Commitment to humanitarian principles and values.
Graduate level education in a relevant field or equivalent work experience
Preferred Characteristics:
Experience with NGO security and/or project management. Existing local information networks.
