Position within the Organization
The Design, Monitoring and Evaluation and Learning (DMEL) Officer will be a member of the Somali Programme Team that implements all of Interpeace’s active and ongoing programmes in Somalia and Somaliland. The DMEL Officer will report to the Senior Programme Manager. The officer will also interact with Interpeace’s Somali programme team, coordinate with Interpeace’s Head of Global DMEL, and regularly engage other external stakeholders such as the programme partners, especially in relation to current programmes.
This post will be based in Interpeace’s office either Mogadishu or Hargeisa and will involve a significant amount of travel to all the programme target areas.
Purpose and General Overview
Under the overall supervision of the Senior Programme Manager, the DMEL Officer is responsible for coordinating and implementing the design, monitoring, evaluation, and learning strategies and activities within the current and upcoming Somali programme.
The DMEL officer will be responsible for the reporting frameworks and providing guidance and technical support to the programme team.
The key long-term objectives of the post are to:
- Contribute to the development, implementation and improvement of the monitoring, evaluation strategy, system and accompanying tools, aligned with the organisation’s Impact Measurement Framework and Somalia country strategy.
- Coordinate the qualitative and quantitative M&E exercises, including base- and end-line surveys, randomized M&E control trials, outcome harvests, etc.
- Prepare, and present monitoring and evaluation information on a regular basis, so that it can be used to further improve programme activities. Be proactive to ensure that learning from these activities is translated into effective advocacy, including the production of policy papers and learning events from the programme’s dialogue and forum sessions.
- Leading capacity building on M&E for staff and partners, providing ongoing technical advice on M&E and managing day-to-day review and feedback of collected data proactively.
- Conduct research, and analysis, producing project reports, preparing programme learning and research reports and visual documentation.
Duties and responsibilities
Design
- Contribute to the conceptualization of and development of new projects, in line with the Somali country strategy.
- Develop theories of change, logical frameworks and M&E plans for proposals.
- Contribute to drafting of proposals and concept notes, ensuring clarity and coherence of strategies and approaches as well as integration of lessons learned from research and programming.
Monitoring and Evaluation (M&E):
- Develop a solid understanding of the Somali programme’s overall programming strategies, Interpeace’s Institutional strategies and frameworks and how they are and can be monitored and evaluated.
- Lead the implementation of the Somali programme’s monitoring, evaluation and learning systems and tools in close collaboration with the Somali programme team and in alignment with the Global Impact Measurement Framework.
- Ensure that all data collection tools are gender and age responsive.
- In coordination with the Somali programme team and Interpeace’s Global DMEL staff, design the data collection tools and analysis of baseline and endline studies.
- Build and strengthen the capacity of all Somali programme and partner staff on general monitoring and evaluation approaches, systems, practices, and tools.
- Undertake site visits in collaboration with the Somali Programme team to ensure complete and accurate data collection and reporting for all the programmes in Somalia and Somaliland.
- Collect and collate lessons learned, success stories, positive impacts, achievements, and case studies to be shared internally and externally by the Somali programme.
- Participate actively in Somali programme’s planning to ensure that Interpeace’s change framework, Gender Practice Note or other internal M&E guidelines and frameworks are clearly reflected in the Somali programme implementation.
- Participates in meetings with authorities, donors, partners, and project beneficiaries to share lessons learned, advocate policy recommendations, etc.
Programme reporting:
- Collect, compile and consolidate M&E data for donor reports and internal reporting.
- Produce regular M&E reports focusing on monthly, quarterly and annual results and a comprehensive progress report on indicators and analysis allowing annual adjustment of activities based on performance achieved, the reporting formats, standards and procedures established in collaboration with the Somali programme team and Head of Global DMEL.
Research and Learning
- Lead the documentation and dissemination of lessons learned, good practices, success stories and methodological innovations within Interpeace.
- Shares lessons learned within the Somali programme to increase knowledge transfer and effectiveness across the programme.
- Support review of written products including publications and donor reports to provide quality control for communicating about impacts and change.
The DMEL Officer can be called upon to perform other duties required for the effective running of the Somali programme.
Qualifications:
Education
University degree in Statistics, Economics, Mathematics, Information Technology, Demography, Social Sciences, International Relations, International Development, or other related fields.
Experience
- At least 3-5 years in the field of M& E, research, both quantitative and qualitative
- Experience with an international Non-Governmental Organisation would be an asset.
- Experience in working in Somalia or Somaliland
- Experience in facilitating and liaising with international partners, government partners and NGOs.
Competencies
- Strong writing and communications skills in English and Somali is required.
- Ability to conduct interviews and interact with a wide range of people effectively and according to high ethical standards.
- Knowledge of peacebuilding, governance, gender and / or conflict transformation
- Advanced knowledge of the Somali context and Somaliland
- Excellent analytical, statistical, and practical problem-solving skills
- Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints.
- Ability to work effectively remotely as a team member and with minimal supervision.
