Background:

The Ministry of Energy and Water Resources is currently implementing MoEWR/UNICEF MICROPLAN 2022 (006/2022), with Support from UNICEF.

The Ministry with its headquarters in Mogadishu, has the formal mandate for policy development, regulation and management of the Water Resources sector including drinking water and water quality entrusted by the Government of Somalia. Furthermore, The Ministry provides regulatory, technical and financial support to the line Ministries of Federal Member States of Somalia.

In furtherance of the UNICEF Somalia Country Programme, UNICEF is mandated as a development partner of the Government of Somalia, on Water, Sanitation and Hygiene (WASH) as an important pillar of UNICEF’s programmes that has been supporting Somalia in WASH sector for several decades. This support has been successful in identifying sustainable solutions to drinking water crises in the country and has saved many lives, particularly Children and Women in Somalia.

In order to enhance coherence in planning, coordination and linkages of development support with the National Development Plan and the National Water resources Strategy Federal level policies and Federal member States of Somalia, the Ministry and UNICEF have agreed to improve their mutual cooperation.

The FGS now seeks to competitively select a firm or consortium of firms (“consultant”) on behalf of the Ministry of Energy and Water Resources, with prooven expertise and experience to Develop and implement drought response assessment.

The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR) expected to be carried out in two (2) months from commencement date. The e-mail address is provided below.

The Ministry of Energy and Water Resources now invites eligible firms (“Consultant”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services (Profile, brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short listing criteria are as follows:

  1. Core business of the firm and years in business.
  2. Specific experience of conducting similar assignments on the Water sector, especially in drought management and protection and DRM.
  3. Experience of relevant services in an environment similar to that of Somalia; and
  4. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff and their CVs). Key experts will be evaluated at the shortlisting stage.
  5. Taxi compliance.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable/accountable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Based Selection (QBS) method set out in the Somali Public Procurement.

Expressions of interest (EOI) should be delivered (in person or by e-mail) in a written form in three (3) hard copies (if not by e-mail) to the address below not later than 28th March 2022 at 16:00 Hours (Mogadishu Time).
