- Job Description.
In line with the roles and responsibilities of the department of the administration and finance, directed by the Law # 23/2019 of Somaliland Regions and Districts’ Self-governing Law, the director of this department is responsible for ensuring that Burao Local Government operates at the leading edge of operational efficiency and service quality whilst supporting the Executive Director to deliver strategic and operational priorities.
Key responsibilities include
- Financial Management
- Project Management of the transition from contractor in the area of financial matters, processing schedules of payments in line with the reports from the assigned staff (i.e. engineers, site-supervisors, etc.) in accordance with the terms and conditions stipulated to the due payments.
- Office & Administration Management.
-Supervise and verify payroll management documents.
- Working closely with the Executive Director, the role has significant input into the human resources, infrastructure, risk management & compliance, OHS, information technology, & telecommunications functions.
- Developing, documenting and implementation of quality systems and processes.
- Contribution to Burao Local Government Strategy along with all staff
- Undertaking a project officer role on key projects as required.
Detailed Role Description
Financial Management
Budgets and Management Reporting
- Preparation of management reports and actual against work plan & budget as required.
- Provide management reporting to Executive Director and Finance and Audit Committee.
- Prepare cash flow management processes.
- Manage processes to record & reconcile expenses/expenditures against revenue and provide regular management reporting.
Financial Processing
- Process accounts payables; obtain payment authorities, record in daily collected revenue & payment.
- Provide regular creditor reports.
- Prepare & send invoices to debtors as required, follow up debtors, maintain expected payment dates in cash flow spreadsheet, receive and record payments.
- Action regular reconciliations of all bank accounts & credit cards.
- Prepare accruals as required and record in accounts as per the finance policy of Somaliland Local governments.
- Supervise closely and maintain the Asset Register & Depreciation Schedule.
- Support and finalize preparation of annual financial statements supporting with the Treasurer, external accountants and auditors.
Payroll Management
- Verify payroll, obtain approval and process to bank.
- Produce & issue payslips.
- Maintain all payroll records.
- Help and supervise the HR officer to process leave records & accruals.
- Prepare yearly Payroll reconciliations income-tax payment summaries.
- Support all other employer payroll related requirements.
Office & Administrative Management Role
Be accountable for and manage the staff delivering the following functions:-
- The reception & front of house functions e.g. first point of contact services
- The physical infrastructure for the operations e.g. premises, equipment and assets, through the staff assigned to this.
- The administrative function e.g. records management, inwards & outwards mail, purchasing, diary management, through the staff assigned to this (i.e. Procurement team).
Human Resource Management
- Work with the Executive Director to contribute to Human Resource Management Issues including recruitment, induction, the planning and facilitation of training of staff and development, job descriptions, conditions of employment, through the application of Somaliland Local Government’s Human Resource Management Policy.
- Supervise on the HR Officer to regularly maintain and update HR Record Keeping Occupational Health, Safety and Welfare Contribute to Burao Local Government’s occupational, health and safety responsibility by:
- Communicating and updating OHS&W (Occupational Health, Safety & Welfare) responsibilities, policies and procedures to all staff;
- Providing advice on OHS&W matters including those impacting on contractors, volunteers and visitors
- Ensuring the Executive Director as the “responsible officer” under the legislation, is promptly informed of any serious or reportable OHS&W matters
- Ensuring, as far as practicable, a hazard free work environment and a proactive approach to injury management;
- Identifying OHS&W training needs
- Assisting with any OHS&W audit, data collection or investigation
- Ensuring office resources are maintained in safe working condition;
- Identifying and addressing building, equipment, safety and security issues,
- Facilitating all emergency arrangements and activities;
- Participating on any required formal OH&S meetings.
- Staff must take reasonable care to protect staff own health and safety at workplace
Quality Systems
- Work with all staff to ensure efficiency and effectiveness and continuous improvement of all systems & services including preparation of procedures and documentation as required.
- Work with the Executive Director on up to date policies and procedures.
Other Duties Coincidental to the Position
- Duties for this position should not be considered definitive. Duties may be added, deleted or modified in consultation with the incumbent as necessary. Job descriptions and staff performances will be reviewed regularly.
Education:
Master’s degree in Public Administration, Accounting and Finance, Business Administration, Economics or other related field.
Bachelor’s degree of same filed with 3 years of experience in lieu of Master’s degree.
Experience:
- At least 3 years of relevant experience at the national or international level is required.
- Proven experience in guiding, mentoring, coaching, and capacity building for peers and subordinates.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc).
- Experience with administration, finance, and human resource management required.
- Self-driven and motivated, ability to work under a minimum of guidance.
- Pays attention to detail and ensures transparency and accountability.
- Service minded and helpful, energetic and positive, and takes pride in seeing that the district is able to handle tasks.
Language: Apart from the Somali language, fluency in written and spoken English language
