REPORTING TO:  EXECUTIVE SECRETARY OF BURAO LOCAL GOVERNMENT

DUTY STATION: BURAO LOCAL GOVERNMENT

1. JOB DESCRIPTION.

In line with the roles and responsibilities of the department of the planning, directed by the Law

# 23/2019 of Somaliland Regions and Districts’ Self-governing Law, the director of this department is responsible for ensuring that Burao Local Government operates at the leading edge of operational efficiency and service quality whilst supporting the Executive Director to deliver strategic and operational priorities. Essential areas of importance for this department are included but not limited:-

–   To actively support and uphold the Burao Local Government’s stated mission and values.

– To perform a variety of professional level work involving the gathering, analysis and reporting of social, economic and engineering data for use in current and long-range planning; and to provide information and assistance on planning related matters to the public and other department staff.

KEY RESPONSIBILITIES ARE INCLUDING:-

Strategic Plan

• Spearhead the process of preparation, development, and finalization of the District’s Development Framework (DDF).

• Work with the Executive Director and other staff to contribute to development of the

District’s Development Framework (DDF)

• Work with the Executive Director and other staff to ensure systems and information collection can contribute to management reporting and reporting against performance indicators in the DDF and Annual Work Plan(s) AWP.

• Develop data bank comprising including but not limited to demographic, business, health, education, small industries, climate changes, environmental hazards, for Burao district.

• Work with the Executive Director and other staff on risk management, disaster recovery & contingency planning.

• Work with all staff to ensure efficiency and effectiveness and continuous improvement of all systems & services including preparation of procedures and documentation as required.

Essentially, in the area of service delivery quality, monitoring and evaluation, and projects impact assessments.

Education:

Master’s degree in Public Administration, Project Planning, Statistics, Business Administration, Development Studies, Economics or other related field.

Bachelor’s degree of same filed with 10 years of experience in lieu of Master’s degree.

Experience:

• At least 3 years of relevant experience at the national or international level is required.
• Proven experience in guiding, mentoring, coaching, and capacity building for peers and subordinates.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc).
• Experience with administration, finance, and human resource management required.
• Self-driven and motivated, ability to work under a minimum of guidance.
• Pays attention to detail and ensures transparency and accountability.
• Service minded and helpful, energetic and positive, and takes pride in seeing that the district is able to handle tasks.

Language: Fluency in written Somali

Fluency in written and spoken in English
