  1. Job Description.

In line with the roles and responsibilities of the department of the revenue collection and taxation, directed by the Law # 23/2019 of Somaliland Regions and Districts’ Self-governing Law, the director of this department is responsible for forecasting, collecting, facilitate to properly recorded and saved the revenue generated by the Burao Local Government, including but not limited to the Own Source Revenue, Fiscal Transfers, funds from INGO/NGOs, grants, and donations/contributions from the local communities and diaspora, so that to ensure that Burao Local Government operates at the leading edge of operational efficiency and service quality whilst supporting the Executive Director to deliver strategic and operational priorities.

Key Responsibilities include but not limited:

Under general direction, plans, organizes, and manages the activities of the Billing Section and Collection Divisions (outreach offices in the city departments) including a variety of customer service, billing, and cashiering duties; handles the most intense and complex customer services situations and requests; coordinates assigned activities with other divisions, outside agencies, and the general public; and provides highly responsible and complex staff assistance as per the need.

Detailed Role Description Revenue Collection

  • Plans, organizes and manages, through subordinate supervisors, the activities of the Billing Section and Collection Division(s) , including a variety of customer service, billing, and cashiering duties.
  • Collect the taxes of the local government of the district.
  • Create and explore new economic/revenue sources.
  • Pursue and secure the non-collected taxes of the previous years.
  • Inspect markets and supervise the tax collection staff.
  • Evaluate taxation staff and give them on-the-job training.
  • To register and collect taxes from the non-movable (fixed) assets of the residents of the district, e.g. buildings (stone building or mud hut), kiosks, farms, vehicles, etc.
  • To advise on issues related to work and staff of the department.
  • To evaluate different types of taxes every year.
  • To collect the rent and leases of the local government assets and resources.
  • Carry out census and registration of the income sources.
  • To collect the daily revenues.
  • To recommend about creation and re-organization of taxes.
  • To classify grades of licenses.

Forecasting and Projections

  • Contribute and provide necessary advice about revenue generation status to the executive committee, executive director, and the council’s sub-committee of economic development.
  • Prepare summary revenue generation activities and produce monthly, quarterly, and yearly reports with trends and presentations.
  • Ensure and verify the reliability of the data and information about the revenue collection, status, and the ability of the subordinates to prepare accurate and reliable data.
  • Share and update regularly the revenue generation and collection situation to the executive team.

Education:

Master’s degree in Accounting and Finance, Taxation, Business Administration, Public Administration, Economics or other related field. Bachelor’s degree of same filed with 5 years of experience in lieu of Master’s degree.

Experience:

  • At least 3 years of relevant experience at the national or international level is required. · Proven experience in guiding, mentoring, coaching, and capacity building for peers and

subordinates.

  • Experience in the usage of computers and office software packages (MS Word, Excel,

etc).

  • Experience with administration, finance, and human resource management required. · Self-driven and motivated, ability to work under a minimum of guidance.
  • Pays attention to detail and ensures transparency and accountability.
  • Service minded and helpful, energetic and positive, and takes pride in seeing that the district is able to handle tasks.

Language: fluency in written and spoken English language
