  1. Background

The Federal Republic of Somalia has received financing from The World Bank through the Ministry of Finance (MoF) toward the cost of Somalia Domestic Revenue Mobilization and Public Financial Management Capacity Strengthening Project II.

The Project Development Objective is to strengthen systems of domestic revenue mobilization, expenditure control and accountability in the Federal Government and Federal Member States. The project has the following components: (i) Strengthening Tax Policy and Inland Revenue Administration systems; (ii) Strengthening Systems for the Public Funds Management, Transparency and Accountability; (iii) Rapid Response Facility; and (iv) Public Financial Management Reform Oversight, Coordination and Management.

Strengthening Tax Policy and Inland Revenue Administration systems component of the project mainly includes:

  1. Establishing the Tax Policy Unit (TPU); and (b) support TPU in development of a credible and fair revenue policy, evidence-based research, revenue forecasting, and tax gap analysis capacity;
  2. Operationalizing large taxpayer office; (a) business process mapping and redesigning; (b) modernizing and automation through a ‘fit for purpose’ system; and (c) training and capacity building; and
  • Taxpayer education and facilitation to promote voluntary compliance.

To execute the above listed reforms and other critical DRM issues, the FGS Ministry of Finance Revenue in coordination with the Ministries of Finance of FMSs are leading implementation of the program of activities. The Ministries of Finance of FMSs will best achieve their responsibilities with trained and experienced employees through resident DRM Advisor who will be setting the DRM reform requirement at state level and coordinate with country-wide domestic revenue mobilization initiatives.

Accordingly, the Ministry of Finance intends to apply part of the proceeds of the grant to hire an Individual Consultant to support the DRM initiatives of strengthening capacity of staff in the revenue departments and formulate strategies of revenue mobilization in a concerted way with FGS Revenue Department.

The main objective of the DRM Advisor services is to ensure that the project’s objective of improving financial and economic governance in Somalia, as a foundation for overall good governance, economic development and political stability is achieved at the state level.

  1. Scope of Work and Responsibilities:

The scope of work for the assignment include but not limited to the following tasks:

  1. Taking lead in initiating preparatory work on developing medium to long term revenue mobilization strategy at state level and presenting it to the Minister of Finance at FMS level;
  2. Identifying, assessing, and analyzing training needs of the existing staff of the Revenue Department;
  • Analyze the Somali economy with the DRM team at FGS and conduct potential revenue sources for maximizing revenue mobilization at state level;
  1. Design and introduce models for effective and transparent decision making in Revenue management process and improving communications and cooperation with other ministries on DRM matters at state level and DRM unit at FGS; and
  2. Advise missions in revenue assignment and harmonization discussions in IGFFTC.

The Consultant will be required to undertake all the listed tasks and deliver the expected outputs detailed in the Terms of Reference (TOR).

  1. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The qualification, experience and skills should include:

  1. At least Master’s degree in Economics, Accounting, Taxation, and/or Public Financial Management, Business Administration;
  2. At least five years of relevant experience in similar evidence-based policy analysis roles;
  • Communication in Somali language is a requirement;
  1. Excellent communication skills (verbal, written, and presentational), including a proven track record to prepare written outputs in English and Somali to a high standard:
  2. Ability to provide capacity building and support the analytical work for RCA counterparts to identify suitable tax policy responses that are logical, balanced, and comprehensive to complex social and economic issues;
  3. Experience of working in fragile states, preferably in Somalia;
  • Ability to deliver technical advice and effectively work with government counterparts; and
  • Political awareness, technical skills, and ability to work in complex operating environments such as Somalia.
  1. Duration:

Duration of the assignment is 10 months, renewable based on satisfactory performance and availability of funds.

  1. The Ministry of Finance now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services. The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and current (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  1. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
  2. Mode of submission of Applications and deadline:
