DRIVE Focal Point – Ministry of Livestock, Forestry and Range (Individual Consultant)

1. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
2. Track record of successful coordination with government and private sector stakeholders
3. Complete fluency and writing skills in Somali and English
4. Minimum masters level degree in Public Administration, Business or relevant field.
5. Candidate should possess a relevant postgraduate qualification with a minimum of 5 years ‘experience in Somalia/fragile country context with strong technical leadership in private sector or financial sector environment
6. Readiness to work in multi-cultural environment and respond work to tight deadlines on a continual basis
7. Ability to work with people from different social and educational backgrounds
8. Reputable person with good characteristics, knowledge, skills and proven capability in Ministry, Department and Agency planning, development and government policy formulation
9. Someone with knowledge of Somalia generally and the sensitivity to the underlying social, economic and cultural context in particular
10. Demonstrated ability to lead a multi-disciplinary project management team, build effective working relations with colleagues and clients, and capable of working under pressure, with good experience in leadership and strategic management of project team at national level
11. Proven experience in Project Management, coordinating, cooperating and negotiating with high level Government officials, donor partners and multitude of local stakeholders
12. A charismatic change agent – with extensive experience in context specific – practical techniques for change management.
13. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

1. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
