AET aims to establish community-based child protection alongside drought relief in targeted villages in the Togdheer region of Somaliland. This is a pilot project leveraging the expertise of Street Child Global in humanitarian response and protection.

Part 1:  Role Purpose:

The post holder reports to Regional Manager and provides quality leadership for the project design, implementation and coordinate the project activities.  Working with the regional manager and with support from the Street Child lead on Protection, she/he will develop a project results framework, workplans, implement the execution of the project activities in compliance with donor rules, AET policies and procedures, Core Humanitarian Standards as well as local law, meet key deadlines and ensure a smooth project finalization and evaluation. He/She will identify the project risks and mitigation measures. The Project Officer will conduct quality control throughout the project lifecycle and work to complement and synergize with other projects.

Part 2:  Key Responsibilities:

  • Project Design and Management (60% of role)
  • With the support and guidance of the Regional Manager and Protection lead devise a results framework and activity workplan for the pilot within the budget available
  • Work with the Regional Manager to develop detailed implementation plans including procurement and distribution schedules of project inputs in line with programme logistics/supply chain capacity
  • Implement project deliverables and ensure they adhere to quality standards, ensuring that activities are delivered on time, within budget and comply to donor requirements.
  • Ensure that the project compliments existing community structures in project target areas to develop child protection mechanisms and that the initiative is community led.
  • Prepare project status reports, including reach, on a quarterly basis for the regional manager and Executive Director.
  • Provide financial reports and procurement supporting documentation to the Finance Officer monthly under the supervision of the Regional Manager
  • Work with existing community structures in project target areas to develop child protection mechanisms
  • Co-ordinate final evaluation of the pilot, ensuring the capture of learning and recommendations for replication/scale.

Monitoring, and Quality Control (10% of role)

  • Actively monitor DEAR Project activities at field level, ensuring quality of AET’s programming and report any concerns to the Regional Manager
  • Input into the development of M&E and indicator tracking plans for the project
  • Continuously identify and document protection issues in project target areas and agree reporting mechanisms with Regional Manager, involving community protection committees once established to co-ordinate response.

Capacity building and knowledge management (10% of role)

  • Train community level child protection committees in project target areas on child protection minimum standards
  • Identify, capture, synthesize and share lessons learned for knowledge development and to build the capacity of stakeholders.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable project results.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems.
  • Draft, brand and achieve project deliverables including case studies, success stories and communication.

Advocacy and Networking (5% of role)

  • Represent AET at sector level committee and working group meetings
  • Development of case studies for the purpose of reporting, advocacy and media efforts
  • Advocate for the improved protection of vulnerable children, especially children affected by conflict, displacement, or natural disaster

Other (5% of role)

  • A strong commitment to AET’s vision, mission and values
  • Adhere to all AET’s policies and procedures
  • Able to represent AET appropriately both internally and externally
  • Carry out all reasonable requests that are within the broad remit of the role
