  1. BACKGROUND

The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Finance, is implementing the Somalia Recurrent Cost Reform Finance (RCRF) Project funded by the World Bank. The project is supporting the Federal Government of Somalia and the Federal Member States to strengthen resource management systems, inter-governmental fiscal framework and service delivery systems in health and education.

External Assistance Fiduciary Section (EAFS) units have been established at FGS and FMS levels. The role of the EAFS is underscored with the passage of PFM Act 2019 and PFM Regulations 2020. The EAFS unit(s) under the Office of the Accountant General has financial management responsibility- including controls, accountability mechanisms, safeguarding and usage of public resources and compliance with the legal and operational requirements of externally financed operations through country systems. The EAFS FM arrangements ensure harmonization, donor coordination, and reduced duplication, fragmentation, and proliferation of donor specific financial management units.

Recent audits, internal reviews and various financial management supervision missions conducted continue to highlight fiduciary management risks and weaknesses.

The Office of the Accountant General intends to use a portion of the grant to recruit a Risk Management Specialist to provide assistance that would enhance performance of the roles of the EAFS and strengthen capacity of the units to adequately address the risks and weaknesses.

 

  1. Scope of Work and Responsibilities:

The EAFS Risk Management Specialist (“Consultant”) will work in the Office of the Accountant General to support development and implementation of EAFS risk and compliance initiatives and enforce the applicable fiduciary arrangements, laws, regulations and procedures including the strengthening of the payment process. The Consultant will perform the following duties:

  1. Develop, maintain, implement and review EAFS internal risk and compliance programs;
  2. Develop EAFS risk register and coordinate implementation of the mitigation measures and updating of the register;
  • Analyze EAFS operational risk events and weaknesses and conduct root-cause analysis;
  1. Provide oversight over the financial management function of the externally financed project by working closely with project financial management function and the monitoring agent and facilitate the implementation of the fiduciary financial management arrangements between the FGS, FMS and the monitoring agent.
  2. Assist the EAFS in the understanding and application of, and adherence to, internal and external control, risk management and compliance principles;
  3. Provide hands-on support and ensure that the EAFS performs its duties in full compliance with the FGS PFM legal and regulatory framework and the financing agreements and covenants, as well as professional standards and internal and external policies and standards;
  • Evaluate the level of compliance with established control policies, processes, procedures, standards, laws and regulations in the EAFS functional areas, identifying control weaknesses or process improvement opportunities and initiate workable solutions.
  • Manage and oversee the monitoring of non – financial compliance requirements including achievement of set and agreed Key Performance indicators for EAFS.
  1. Ensure recommendations from the review of externally financed project IFRs are addressed in a timely manner;
  2. Coordination of all deficiency remediation;
  3. Document and file work papers for risk and compliance procedures performed. Track timely and effective corrective actions taken following the recommendations;
  • Investigate and report all alleged cases of waste, abuse and inefficiencies and make recommendations on appropriate remedial actions; and
  • Investigate and coordinate responses to queries and issues, implementing action plans for gaps identified and finalizing reports.
  • Effective oversight of the daily payment process including streamlining of all EAFS activities;
  1. Perform other functions and submit deliverables as listed in the terms of reference.

 

  1. Selection Criteria:

Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

A minimum of degree in a business-related discipline such as Commerce, Economics, Finance, Business Administration, Accounting; ii. Masters’ degree in the relevant field or part/full qualification of a relevant professional qualification such as CPA, ACCA, CIMA, CIPFA, Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), Certification in Risk Management Assurance (CRMA), Qualification in Internal Audit Leadership (QIAL) or Internal Audit Practitioner; or in place of a Master’s degree/professional qualification, the equivalent of 10+ years of relevant experience; iii. A minimum of 5 years of relevant working experience in financial and administration management experience working in public sector is a MUST). Experience working in a similar environment like EAFS will be of utmost advantage; iv. Demonstrated knowledge of appropriate computerized systems for financial management; v. Skills must include written and spoken fluency in Somali and English; and vi. The other competences and skills listed in the terms of reference.

  1. Duration & Duty Station: One (1) year with possibility for extension depending on performance and need. The duty station is Mogadishu Somalia.

(“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.

  1. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.
