Project Background:
The USAID/Somalia Market-Based Resilience for Marginalized Populations (MB-RMP) activity will build social, economic and climate resilience in Somalia, including by promoting and facilitating drought-resistant agriculture, livelihood diversification for rural and urban households, and robust private sector engagement that helps expand inclusive economic opportunities for marginalized groups. Among other priorities, MB-RMP will provide targeted technical support and capacity-building to strengthen resilience to climatic shocks for agriculture systems, increase the capacity of the private sector to integrate and supply opportunity to urban migrants and internally displaced persons (IDPs), and increase access to finance and domestic remittances among marginalized citizens, households, and businesses.
Position Summary:
The Economic Agency & Inclusion (EA&I) Team Leader is responsible for MB-RMP’s activities oriented toward increasing access to economic opportunity among marginalized Somalia citizens living in the program’s Geographic Focal Zone (GFZ). In concert with MB-RMP’s other technical leaders, the EA&I Team Leader will directly lead or support activity design, trial & iteration, and scaling phases oriented to promoting economic agency of marginalized groups. This work will encompass: (a) building greater awareness of cultural and structural barriers that restrict the economic participation of Somalia’s various marginalized groups; (b) developing market-based solutions to these barriers; and (c) helping women, youth, minority clans and other marginalized groups improve and refine their marketable skills and capacity to diversify and improve their livelihoods. The EA&I Team Lead will work with Somali government institutions, the private sector, and other key stakeholders to improve access to critical information, opportunity and skills; to ensure greater inclusiveness in economic policymaking; and to scale high-potential markets in a way that supports inclusive systemic change across multiple sectors.
Duties and Responsibilities:
- Direct technical team that leverages market-systems opportunities specific to marginalized communities across the GFZ, especially women, youth, minority clan-members, and people with disabilities.
- Lead and coordinate analysis and identification of economic opportunities and develop programmatic strategies relevant to marginalized communities across the GFZ.
- Support design, implementation, and reporting of workplan activities in the arena of strengthened economic agency and inclusive economic opportunity and oversee activity implementation with support from country-based staff, market actors, government institutions, and other donor-supported activities.
- Provide management and technical leadership with respect to (a) addressing deep social prejudices that hinder market access to marginalized groups; (b) harnessing economic opportunities that can help marginalized citizens overcome entrenched barriers to economic participation and success; and
(c) strengthening access to finance and other capital among marginalized groups.
- Develop and maintain relationships with government agencies and other relevant stakeholder groups
– such as thought-leaders, sector associations, women’s business groups, training and academic institutions, and others – which themselves have an interest in promoting broad-based economic opportunity.
- Work across technical divisions (including those dedicated to climate-resilient agriculture and economic empowerment of IDPs) and grant-management teams to ensure achievement of program and workplan targets in a holistic way.
- Lead stakeholder capacity-building initiatives on upskilling, social inclusion and economic agency, women’s economic empowerment, inclusive access to finance, and other relevant topics.
- Oversee mapping of marginalized groups in GFZ and market-based analyses of economic opportunities relevant to these groups, coordinating with other MB-RMP teams, as appropriate.
- Sponsor research that builds on past Human Capital Development Mechanism (HCDM) analysis, including applying a gender and social inclusion lens and identifying specific opportunities for targeted groups.
- Oversee implementation of upskilling opportunities, promotion of laws and regulations relevant to assisting marginalized groups, strengthening of representation of marginalized groups in key market associations, and other structural improvements.
- Coordinate and oversee the preparation of contractual reports and communication pieces.
- Provide programmatic and substantive expertise on issues and hold substantive discussions with the representatives of other institutions.
- Represent MB-RMP, as appropriate, at relevant international and national meetings.
- Other tasks as assigned by the Team Leader’s supervisor.
Skills and Qualifications
Education and certifications:
- Advanced degree in economics, business, or a related field preferred.
Key Position Competencies and Experience:
- Minimum of eight (8) years’ experience in managing and implementing complex development programs in the field of economic growth, market systems, private-sector development, livelihoods development, and/or women’s economic empowerment.
- Thorough understanding of gender and social inclusion as economic imperatives in the Somalia context.
- Knowledge of USAID regulations and compliance preferred.
- Technical proficiency in program design, work-planning, activity implementation, and monitoring and evaluation approaches relevant to MB-RMP.
- Ability to manage a team of experts, sometimes remotely and in difficult operating environments, to achieve project goals.
- Demonstrated experience collaborating with the private sector and government agencies to achieve programmatic results.
- Experience with adaptive management approaches.
- Ability to coordinate activity implementation with other technical components and grants teams to achieve project and workplan targets/objectives.
- Personnel and resource management, coordination, and decision-making skills, along with an ability to troubleshoot.
- Demonstrated leadership, flexibility, and resourcefulness.
- Strong facilitation, communication, and collaboration skills.
