About the Job
The Economic Security (ECOSEC) Generalist conduct assessment, registration, monitoring and evaluation activities, including the provision of guidance and coaching of the EcoSec Field Officers (ECOSEC FOs) in data collection and analysis and reporting. S/he is responsible for monthly, quarterly and annual planning of MEI interventions in priority areas of the sub-delegations and its antennas and is also involved in the budget planning, follow ups and overall reporting.
This is a national/resident position based in Nairobi with the frequent travel to Somalia.
Duties and Responsibilities
Manages the overall implementation of MEI projects in Somalia in line with the adopted strategy and standard operating tools and procedures
Ensures that the implementation of projects is in line with the adopted monthly, quarterly and annual operational plans and budgets
Monitors general economic and food security situation in Somalia and related trends, particularly in the priority areas of the delegation
Provides regular updates on the findings of the economic and food security monitoring and proposes the relevant action and response
Conducts field assessments, monitoring and evaluation activities based on the internal needs, adopted strategy and procedures
Supervises, guides and coaches the EcoSec FOs and the Somali Red Crescent Society (SRCS) Relief and Livelihood Teams (RLT) involved in Micro Economic Initiatives (MEI) implementation on the key aspects of the project cycle
Conducts data collection and analysis on MEI project, coaches involved field teams in this regard for specific interventions, and adjusts the data collection and analysis tools as required
Monitors and provides the support on the community engagement of the involved EcoSec FOs and RLT and ensures integration of good practices for accountability towards beneficiaries
Documents the lessons learned based on the monitoring findings and uses these to propose the adjustments at technical and strategic levels
Ensures adequate coordination at the field level with the EcoSec FOs, field management, RLT branch teams, other ECOSEC team members and with other departments on the integration of MEI projects within the overall program/delegation strategy
Conducts response analysis of different interventions (SWOT approach), associated risks and mitigation measures, including appropriateness and feasibility aspects
Acts as a focal person of EcoSec at the field level within the rapid deployment teams (coordination, assessments, design, response and monitoring) in situations of emergency preparedness and response
Monitors the progress of specific interventions and overall project against the pre-set objectives, operational plans and budget, makes necessary adjustments and provides regular reports on the monitoring findings as per the internal procedures
Minimum qualifications and required competencies
Bachelor`s degree in Economics, Development studies, Sociology, Agriculture or Veterinary science
6 years’ overall experience, including 3 to 5 years’ experience in a similar field of activity
Comprehensive knowledge of and exposure to a wide range of humanitarian assistance and emergency relief
Proven experience and skills in using data collection and analysis
Excellent analytical, negotiation and communication skills
Proven team management, coaching and team motivation skills
Project management experience
Excellent knowledge of political, social, economic and cultural aspects in Somalia
Excellent command of written and spoken English and Somali
Computer proficiency especially in MS Office suite
