A. BACKGROUND

The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Finance is implementing the Somalia Recurrent Cost Reform Finance (RCRF) Project funded by the World Bank. The project is supporting the Federal Government of Somalia and the Federal Member States to strengthen resource management systems, inter-governmental fiscal framework and service delivery systems in health and education.

The project is currently supporting activities across all the Federal Member States of Somalia on education and education related services. The Ministry of Education, Culture and Higher Education MoECHE has identified gaps in Education Management Information System (EMIS), data collection and management as areas that require strengthening and improvement. The current ESSP provides a detailed strategy for EMIS in Somalia, with a mission to ‘promote a culture of evidence-based policy, planning and decision making through provision of timely, relevant, accurate and complete information.

The Ministry of Education, Culture and Higher Education (MoECHE) intends to hire a Consultant (Education Data Analysis Specialist) to support the recently piloted EMIS system that will digitally register all learners at all levels and across all FMS.

B. Scope of Work and Responsibilities:

The Education Data Analysis Specialist (“Consultant”) will handle and coordinate educational data on a daily basis, as well as work directly with the Planning Department. The Consultant will be charged with the following responsibilities:

  • Support the Development and implementation of a clear policy framework for EMIS in Somalia.
  • Carry out nationwide annual educational data collection using collective system, prepare a costed implementation action plan for EMIS roll-out and support existing decentralized digitized data collection initiatives.
  • Assessing the needs of FMS in information management systems in the education system and develop a nation-wide IT roadmap.
  • Lead the completion, review and finalization of pending data collection exercise for the remaining subsectors such as NFE, TVET and Higher Education.Support the State Ministries of Education in the areas of training, data analysis, data utilisation and data dissemination.
  • To avoid unnecessary duplication of efforts and initiatives, organize a workshop for key EMIS stakeholders from all states and involved donor organizations to discuss how to better coordinate EMIS activities.
  • Prepare and produce annual verified Education Statistics Yearbook including a detailed state by by state gender disaggrerated indicators.
  • Plan to create a platform via the MoECHE website to share data and data reports which have been completed by different states.
  • Plan to create a platform within the MoECHE website and regularly update with annual statistics yearbooks.
  • Oversee the management of field data collection program (Open Data Kit (ODK), etc.)
  • Support the implementation and roll-out of digitization of school supervision activities using ODK.

C. Selection Criteria:

Selection will be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

  • MA/Masters in Education related areas, Education Policy, Public Administration, Education Policy and Planning, or other relevant social sciences;
  • At least 7 years of work experience preferably in all levels of the education sector, in particular in the areas of education policy development, capacity building of ministries of education staff, coordination, development of education strategic plans, education decentralization and development of sub-sector policies, etc.
  • Extensive experience and knowledge in post-and-pre-civil war Somalia education systems and reform.
  • Prior experience working with the Federal and State Ministries is highly preferably.
  • Experience in working with the international development partners and other non-state education providers.
  • Extensive long-term experience in working in hardship environment
  • Basic knowledge of the working of field data collection programs, like Open Data Kit (ODK).
  • Basic knowledge of ICT systems, and they are used in development sector programs.
  • Fluency in English and Somali.
  • Strong writing and organizational skills in English, a team player, and effective action oriented.
  • Willingness to travel and work in Somalia (across all the regions of Somalia including Somaliland).

D. Duration & Duty Station: Twelve (12) months. The duty station is Mogadishu Somalia with travels to the FMSs

E. The Ministry of Education, Culture and Higher Education (MoECHE) now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.

F. The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and current revised edition (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest and eligibility.

G. A Consultant will be selected in accordance with the Individual Consultants selection method set out in the “Procurement Regulations”.

H. Mode of submission of Applications and deadline:

Interested Consultants may obtain further information at the address given below from 8:30 to 3.30pm Mogadishu time (Excluding public holidays).
