  1. Background:

The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the position of the Embedded Local Legal Advisor for Ministry of Communication and Technology.

  1. Responsibilities: The Legal Advisor will be responsible for Legal Advisor will therefore be to strengthen the Ministry’s capacity in respect to developing legal, policy and regulatory frameworks that are conducive to supporting wider ICT adoption and growth of the digital economy in Somalia, including digital flagship projects currently underway.

  1. Duration: The proposed duration for the assignment is twelve (12) calendar months from starts date.
  1. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  • A law degree from an accredited university plus local qualification
  • At least ten years’ relevant experience of practicing law in Somalia or abroad, with a firm understanding of the Somali legal context, and a strong preference for legal experience in the ICT field
  • Display strong knowledge of legal issues related to the digital economy, and related legal context in Africa
  • Experience in drafting, revising, and analyzing ICT bills and subsidiary legislations; specifically experience of drafting, revising, and analyzing bills and legislations related to telecommunication, data protection, cyber security, access to information, e-commerce
  • Excellent communication skills – both written and verbal, including the capacity to communicate complex and technical issues in simple terms to local and international stakeholders
  • Ability to work well under pressure and to meet tight deadlines, demonstrating a high level of motivation, confidence, integrity and responsibility
  • Excellent interpersonal skills, including the ability to work independently, effectively in a team/task force as a team member or leader, and with senior staff and managers
  • Demonstrated ability to listen and integrate ideas from diverse views, create partnerships and collaborate with others, advocate and influence, resolve conflicts constructively, and work effectively across boundaries even without active guidance from management
  • Demonstrated ability to communicate effectively in English and Somali 
  1. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. 7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
  4. 8. Interested Consultant may obtain further information (in person or by e-mail) at the address below during office hours from 8.00 a.m.– 4.00 p.m. Saturday to Thursday except on public holidays.
