Nomadic Assistance for Peace and Development (NAPAD) is an Eastern African indigenous non-profit organization that works with local communities and their organizations to ensure that vulnerable and poverty-stricken people in the Horn of Africa, particularly the pastoral and agro-pastoral communities, can enjoy peace, quality living conditions and sustainable development. This is done by amongst others supporting these communities to actively participate in and influence socio-economic and political processes that benefit them. NAPAD believes that peaceful coexistence among communities is a critical prerequisite for any sustainable development.

NAPAD intends to recruit well educated, dynamic and competent education officer who will be responsible in the planning, implementation and supervision of daily activities for emergency education project in Mogadishu. The project officer will work under the project manager based in Mogadishu.

Job Description

The Education in Emergencies Officer will be responsible for the timely start-up and effective implementation of education in emergencies activities in target IDPs and host communities within and the outskirt of Mogadishu City. The post holder will be responsible in ensuring construction/rehabilitation of Temporary Learning Spaces (TLS), provision of teaching and learning materials, training for teachers and community Education Committees (CECs), psychosocial support and child protection, WASH in schools and working with government education officials and humanitarian actors working in the education sector.

Specific Responsibilities:

Involves in the rapid assessment of the emergency education needs

Ensures the quality day-to-day implementation of the EiE activities

Keeps a record of the number of beneficiaries in the target area

Works very closely with education and other project staff working in Mogadishu

Organizes and Monitors the progress of the construction/rehabilitation of temporary learning spaces (TLS) in the IDP camps.

Promotes hygiene and sanitation in the school environment by constructing latrines and other good practices for WASH in schools.

Works with the CECs to ensure that children are enrolled in the TLS and regularly attend classes.

Monitors school attendance and retention by providing vouchers for teaching/learning.

Conducts in-service teacher training based on teachers training needs.

Ensures that the teaching and learning process is in place in the TLS.

Ensures that the syllabus produced the ministry education is used and adhered to.

Communicates on a daily basis to the project manager and/ the program Coordinator on progress and any challenges faced in the project implementation.

Provides the weekly updates to the program team meetings in Mogadishu and other NAPAD country and regional offices.

Attends education Cluster and partner meetings in Mogadishu.

Closely works with Ministry education and department of education in Banadir Regional Authority (BRA).

Represents NAPAD in ad-hoc emergency and coordination meetings together with project manager

Contributes to the drafting of monthly and quarterly donor reports based on the NAPAD/DKH and donor template

Takes related additional roles assigned to him/her by the supervisors

Job Requirements:

Bachelor of Education, Education Planning, Education Management or other fields related to the position.

Minimum of 4 years working experience in the education sector

NGO experience is a plus

Experience in managing emergency projects

Good technical and report writing skill

Good communication and interpersonal skills

Fluent spoken and written English and local language is a MUST.

Ability to work under pressure

Computer literate with MS Word, Excel and Outlook

Qualified local person is preferred
