Title: Emergency Monitoring and Evaluation Officer (COVID-19 Responses)
Position: One (1)
Duty Station: Hargeisa, with traveling to Gabiley and Sheikh
Project Duration: five (5) months

SOS Children’s Villages in Somaliland is seeking to recruit Emergency Monitoring and Evaluation Officer.
The main Roles and Responsibility:
To ensure that accountability to beneficiaries becomes a core element and success indicator for Emergency program
Review and analyze program reports to identify the causes of potential challenges in project implementation and to enhance quality of reporting
Provide hands-on technical assistance to staffs in designing, monitoring, evaluating and reporting for donor financed/funded projects;
Support partner organizations (as need arises) in developing an M&E framework and thereby to monitor and evaluate the progress and impact of their planned programs.
Support the Emergency program while carrying out dialogue with key partners to ensure that M&E issues are considered meaningfully and in a manner that can be achievable;
Manage and support the regular and quality data collection, storage and collation processes at the program level.
Reporting of issues and their possible solutions to the Project Coordinator

Job Profile

Must criteria
Education: Bachelor degree in M&E, Statistics, Social Science, or other relevant fields.
Work experience: Minimum 4 years of direct experience in managing and executing Monitoring and Evaluation activities for donor-funded programs.
Experience in designing and implementation of surveys and other data collection techniques.
Competencies – knowledge, skills, abilities
Demonstrated familiarity with and understanding of qualitative and quantitative Monitoring & Evaluation methodologies that incorporate rigorous statistical methods, impact evaluation, participatory Monitoring and Evaluation techniques; and developing and implementing M&E plan and Results Framework.
Proven experience in leading and managing programs and projects
Oral and written fluency in English and Somali;
Strong analytical skills.
Excellent interpersonal skills and team player
