Organisational background:

Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.

Summary of Position

The Emergency Officer position shall take charge of aspects of Emergency WASH and Community-based WASH intervention on behalf of the program under the supervision of the Wash Program Manager. His/her main roles and in consultation with the Program Manager and program technical teams shall include; designing, planning, implementing (technical oversights), monitoring, and reporting to the Emergency Programs.

Purpose.

The Emergency Officer will support the Emergency team’s response to health emergencies, with a focus on public health and community-level epidemic readiness and response measures. As an Emergency Officer, you will contribute to the expert support to the ACF field office in ensuring rapid detection and appropriate response to outbreaks, other public health emergencies, and health consequences of disasters and crises.

Engagement:

Represent Action Against Hunger in all coordination forums at the district level, collaborate with other implementing partners, INGO, UN bodies, and the local communities to ensure successful implementation and smooth running of the projects

Delivery:

Successful implementation of WASH interventions in target areas in line with internationally/Nationally accepted standards and ACFs technical guidelines as well as the donor requirements.

Essential job duties.

• Conduct regular disease surveillance in his/her working area and report any increase in hygiene-related diseases (AWD, Cholera) to the local health teams and become part of the local response teams for the control and prevention.
• Collaborate with various stakeholders (government departments, community structures) to develop innovative measures that are locally and scientifically acceptable for addressing public health problems in the community.
• Carry output routine water quality surveillance and based on the results take appropriate actions for correction.
• Initiate and maintain close working relationships with other ACF sectors such as nutrition, health, FSL, and WASH.
• Work closely and train and supervise the CHWs for effective community health approaches.
• Develop relevant hygiene promotion messages and disseminate them using appropriate methodologies for effective hygiene promotion within a given setup
• Follow up/Supervision of activities for IDPs/returnees WASH response: maintenance and rehabilitation of water supply system and distribution of WASH NFIs and water treatment chemicals, hygiene-related training, etc. Ensure the quantity and quality of water delivered met the standards.
• Develop collaborative relationships within Action Against Hunger at all levels, communities, local partners, WASH clusters, and local government and convey information & ideas and effectively coordinate to ensure overall project targets and donor compliances are met.
• Ensure that all interventions adhere to Do No Harm principles and with participation from all relevant stakeholders, including disaster-affected children and their families.
• Ensure the program delivery, evaluation and reporting are carried out efficiently, rigorously, and within the time frame in compliance with the established guidelines and procedures
• Ensures protocols/procedures (chlorination of water, chlorine solutions, waste management, etc.) are available, familiar to all, and implemented.
• Ensures uninterrupted availability of stocks (particularly chlorine-releasing compounds).
• Ensures that the water supply is adequate in terms of quantity (finds out a number of patients present every day) and quality.
• Ensures safety of materials and facilities (CTC personnel, etc.). – At the end of the outbreak:
• Organises and supervises the disinfection of the site and materials and the reconditioning of the site.
• Supervises the inventory, conditioning, and storage of reusable materials and the correct disposal of non-reusable materials.
• Supervises the setting up of associated peripheral ORPs when applicable.
• Ensure appropriate measures for proper waste management and safe disposal of medical and non-medical waste
• Capacity building of health and hygiene workers/volunteers on emergency preparedness

Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.

Required Qualifications and Professional Experience.

• Bachelor’s degree in Public health or a field relevant field to WASH
• Experience of 2 years in the WASH sector (same position or Supervisor position) with an experience in Emergency related programming
