1. Invitation and Purpose

SoDMA invites eligible and experienced drilling contractors, WASH construction firms, hydrogeological survey providers, and water infrastructure service providers to express interest in rehabilitating non-functional boreholes and constructing or rehabilitating shallow wells/berkads in priority districts across Somalia. The objective is to establish a transparent pool of qualified providers capable of rapidly restoring safe water access for crisis-affected and vulnerable households.

Applicants may apply for one, several, or all geographic lots, but must demonstrate adequate technical, financial, operational, compliance, and district-access capacity for every lot selected. Detailed site coordinates, bills of quantities, designs, technical specifications, schedules, and pricing forms will be issued only at the subsequent competitive procurement stage.

SoDMA may award one or multiple lots, split awards, refine district/site details at tender stage, or make no award depending on needs, funding, evaluation results, and operational considerations.

3. Scope of Services

• Conduct hydrogeological/site assessments, technical due diligence and yield testing, cross-referencing available SWALIM borehole records where appropriate.
• Mobilize suitable rigs, pumps, casing/screens, generators or solar systems, construction materials, vehicles, qualified engineers/hydrogeologists, drillers, water-quality technicians and field crews.
• Rehabilitate boreholes (including pump replacement, casing repair and yield restoration) and construct/rehabilitate shallow wells or berkads to the technical standards issued at tender stage.
• Install/rehabilitate pumps, storage tanks and distribution points as specified; test water quality before handover, including chlorine residual, turbidity and bacteriological parameters.
• Coordinate implementation with SoDMA, state/district authorities and communities; support community water-management committees with meaningful participation of women.
• Provide GPS coordinates, authorized photographs, completion certificates, test results, progress reports and final handover documentation for each site.

4. Implementation, Quality and Risk Requirements

• Mobilization/work plan: staffing, equipment movement, procurement, warehousing, transport routes, security, community engagement, risk mitigation and communications. The source draft anticipates a phased 12-week cycle (mobilization, assessment, works, then handover/monitoring), subject to the final contract.
• No site, quantity, scope or specification may be changed without written SoDMA authorization. Signed completion/handover records are required.
• SoDMA may inspect works, materials, equipment and water-quality results at any time. Substandard or non-compliant work must be corrected or replaced promptly at the provider’s cost.
• Applicants must show realistic access and contingency arrangements, including for insecure or constrained corridors. Providers remain responsible for personnel, goods, vehicles and assets while preserving humanitarian principles and beneficiary protection.
• Environmental/social safeguards must address aquifer protection, over-abstraction risk, waste/spoil management and local resource tensions. Works are expected to carry a defects-liability/warranty period to be defined at tender stage (indicatively 6–12 months in the source draft).

Core principle

The EOI assesses capacity and eligibility only. Exact locations, technical designs, BoQs, quantities and financial requirements are intentionally withheld until the tender stage.

5. Eligibility and Minimum Qualification

7. Evaluation and Shortlisting

8. Key Contracting and Compliance Conditions

• SoDMA may conduct due diligence, verify references, inspect facilities/equipment and request clarifications or additional documents. Misrepresentation may result in rejection or other action.
• Selected providers must comply with Somali law, procurement and donor requirements, taxes, technical/drilling rules, safeguarding, anti-fraud/anti-corruption, humanitarian principles and applicable contract terms.
• Accurate technical and financial records must be maintained and made available for audit, spot checks and monitoring. Delivery, quality, safety, environmental and safeguarding incidents must be reported promptly.
• Adequate insurance for personnel, equipment and third-party liability may be required at tender/contract stage. Subcontracting requires prior written approval and does not transfer responsibility from the prime provider.
• Clarification requests should be submitted in writing to the procurement email; oral communications are non-binding. Applicants bear their own EOI preparation costs. SoDMA may reject EOIs, modify/split the scope, cancel the process or use another permitted procurement approach.
