  1. Background

The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The SESRP is implemented by the Ministry of Energy and Minerals (MoEM). The Project Development Objective is to increase access to lower cost and cleaner electricity supply in the project areas and to reestablish the electricity supply industry.

The SESRP project comprises of the following four components:

Component 1 – Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load center of Hargeisa.

This component will improve network reliability and operational efficiency by interconnecting the current ESPs’ distribution networks and existing generation to optimize overall distribution network operations. These activities will support the ESPs to (a) decrease the cost of operations (increased generation efficiency, reduction in distribution network losses, and distribution network duplications) and (b) improve electricity supply and reliability. This component has two sub-components: (i) Generator Synchronization and Automation, and (ii) Sub transmission and Distribution network interconnection in the major load center of Hargeisa.

Component 2 – Hybridization and battery storage systems for mini grids.

This component will support activities aimed at the hybridization and optimization of existing mini grids. It will support installation of Battery Energy Storage Systems (BESS) and Solar Photovoltaic (SPV) systems at existing diesel-based generation stations in selected load centers. This component aims at increasing the efficiency of the existing hybrid mini grids (diesel and solar) by optimizing the generation capacity and, where possible, reducing the diesel consumption by augmenting the installed capacity with BESS and additional SPV generation.  Such hybrid opportunities offer significant improvements in fuel efficiency, fuel consumption, extended generator lifespans, reduced GHG emissions, and reduced combustion pollution, along with less reliance on fuel imports.

Component 3 – Stand-alone solar off-grid access to public institutions (Health and Education).

This component complements and expands ongoing activities under the Somali Electricity Access Project (SEAP) (P165497). While SEAP already provides support for nation-wide solar home system (SHS) connectivity scale-up, including for the rural population, this component will expand activities to target health and education facilities, which were not part of the SEAP project scope. The component will finance the delivery, installation, and operation and maintenance (O&M) for Lighting Global–certified SPV systems over the lifetime of the project for selected education and health facilities. This component will support to improve access to functional basic services, such as health and education facilities in Somaliland.

Component 4 – Institutional Development and Capacity Building.

This Component consists of activities tailored to the re-establishment of the sector’s soft infrastructure for the adequate day-to-day management and establishment of an enabling institutional and regulatory environment for sector operations. Together, these activities will lead to the rebuilding of the electricity supply industry in the country and establish the fundamentals for sector development and private sector participation sustainable in the long run, included the establishment of the institutions with clear roles and responsibilities, and the development and implementation of policies, sector strategies and secondary regulations for the sector. This component will also support the implementation of the recommendations provided under the ongoing Electricity Supply Industry (ESI) Institutional Design, option analysis for sector development and project implementation arrangements. This component has five sub-components: (i) Policy and regulatory development, (ii) Sector Planning and Feasibility Studies for Renewable Energy Projects, (iii) ESP and MoEM Business Support Services (iv) Project Implementation Support (v) Implementation of a Gender Action Plan.

The Project Implementing Agency, the MoEM, has established a Project Implementation Unit (PIU) to focus and fully manage the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project. The MoEM therefore intends to apply part of the proceeds of the SESRP Project to hire a consultant to work as an Energy Officer based at the Ministry of Education & Science – Somaliland for the World Bank – financed Electricity Sector Recovery Project. This Terms of Reference defines the scope of activities and responsibilities of the Energy Officer.

  1. Objective of the Assignment

The Energy officer is expected to work with the Ministry of Education & Science – Somaliland, the MoEM and the PIU in the supervision of the delivery, installation, and operation and maintenance (O&M) for Lighting Global–certified SPV systems over the lifetime of the project for the selected education facilities in Somaliland financed through the Somali Electricity Sector Recover Project.

The objective of the consultancy is to:

  • Act as a liaison officer between the MoES, the MoEM, and the PIU.
  • Provide technical advice to the MoES in the selection and profiling of education facilities to be electrified following the agreed selection criteria.
  • Provide technical support and guidance to the MoES in the implementation of SPV -BESS systems, SPV-BESS installers, technicians, etc.
  • Prepare inspection check list and guideline to evaluate the project installation works.
  • Ensure SPV products ad her to Lighting Global and IEC standard requirements.
  • Manage and work closely with the consultant developing preliminary technical designs and sizing of the SPVs for education facilities in Somaliland.
  • Provide overall coordination between the MoES and the MoEM as well as the other project stakeholders involved the project.

  1. Scope of the Assignment

The duties and responsibilities of the Energy Officer will include the following:

  1. Lead in the design and implementation of the electrification of public education facilities under the SESRP project and closely work with MoEM under the direct supervision of the SESRP technical lead.
  2. Work as a liaison officer ensuring coordination between the Ministry of Education & Science and the Ministry of Energy and Minerals in the electrification of public institutions.
  • Compile and provide, with the collaboration of the Ministries of Education and Energy all the information required for the implementation of the Solar Photovoltaic and Energy Storage Solutions.
  1. Support the MoES in the supervision of the installation, monitoring and analysis of the Solar Photovoltaic and Energy Storage Solutions in the selected education facilities.
  2. Support the MoES in addressing barriers for electrification of selected education institutions.
  3. Ensure off grid SPV system installations comply with the legal and operational standard and the minimum technical requirements.
  • Provide technical support, guidance, and on-the-job training to the MoES in terms of SPV -BESS systems, SPV-BESS installers, technicians, and other stakeholders.
  • Provide specialized technical trainings, if required, to the ministries of Education and Energy as well as other stakeholders involved in the project.
  1. Perform Health, Safety, Social and Environmental projects’ risk assessments as required, to ensure effective safety standards are in place as per Somaliland Government and World Bank requirements
  2. Review the standard operation procedures and quality or safety standards for solar installation contractors in accordance.
  3. Ensure a safe workplace environment is always maintained without risk to the health and safety of everyone including workers, project staff, other stakeholders, and the public.
  1. Supervise and inspect the operation and the performance of the completed systems.
  • Technical follow ups on project activities at MoEM and MoES.
  • Prepare timely and detailed or summarized technical reports per demand in English, also able to organize and prioritize workload effectively.
  1. Participate in all phases including design, specification & BoQ preparation, pre-installation implementation and testing & commissioning.
  1. Travel to project sites meeting with project team to evaluate systems installation and provide feedback throughout the course of project and provide reports to SESRP technical lead and the Project coordinator.
  • Any other duties assigned by the SESRP Project Coordinator or the Director General of the MoES

Skills and Qualifications

The candidate should have the following desired qualifications and experience:

  • Bachelor’s degree in Energy, Electrical and Electronics Engineering, Power Engineering or Renewable Energy. Advanced/Master’s Degree is an added advantage.
  • At least six (6) years of relevant experience in renewable energy with strong experience in Solar Energy.
  • Knowledge of implementing solar PV installations, including grid-connected, off-grid, and hybrid installations with and without battery storage.
  • Experience in the design, and management of development projects, in particular working with schools and local communities.
  • In depth knowledge off grid SPV of Lighting Global Quality and IEC standards.
  • Experience working in Fragile States and similar environments to that of Somaliland.
  • Experience liaising and working with government officials to facilitate planning, implementation, and monitoring and evaluation of projects
  • Experience working with the government, international development partners such as the World Bank, AfDB, etc. and NGOs, experience in the energy sector of Somaliland will be an added advantage.
  • Experience in World Bank Environmental and Social Safeguards, Health and Safety risk assessments, inspections, incident investigation and reporting, and training facilitation is an asset.
  • Excellent written and spoken command of English and the ability to convey complex ideas in a creative, clear, direct, and lively style.
  • Fluency in Somali language (oral and written) will be an added advantage.
  • An understanding of working with stakeholders and community level outreach
  • Readiness to work in multi-cultural and fast – paced environment meeting tight deadlines.
  • Reputable person with good ethical and moral character.
  • Sound knowledge and understanding of the Somaliland’s/SimilarEnergy Sector and related social issues, policies, data, and institutions.
  1. Assignment Location

The Energy Officer will be based at the Ministry of Education & Science Headquarters in Hargeisa – Somaliland and will be expected to regularly meet and support the PIU team at the Ministry of Energy and Minerals.

  1. Time frame and Reporting

The expected duration of the consultancy is one (1) year, with possibility of contract extension subject to satisfactory performance. The assignment is expected to commence in February 2023.

The consultant will technically report to the SESRP Project Coordinator/SESRP Technical lead at the Ministry of Energy and Minerals and will also report to the Director General of the Ministry of Education & Science – Somaliland.

The Energy Officer will be required to submit reports as follows:

  1. One copy of monthly progress reports highlighting both challenges and achievements not less than 50 pages.
  2. One copy of quarterly progress on activities undertaken and solutions to challenges .
  3. One copy of annual progress reports; and
  4. One copy of project completion report after the completion of the Project.

 

  1. Inputs/facility provided by the Client

The MoES will provide office space with necessary furniture and other facilities such as printing facility etc. to enable the consultant to perform day-to-day work and the MoEM shall also provide soft and hard copies of any existing relevant project documents.

  1. Selection Method:

The consultant selection will follow the World Bank’s Procurement Regulations for Investment Projects Financing (IPF) Borrowers for Individual Consultants.
