Background

The Government of Somalia has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.

The Ministry of Energy and Water Resources (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project (SESRP).

The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Mogadishu and Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.

The Ministry of Energy and Water Resources (MoEWR) therefore intends to apply part of the proceeds of the SESRP Project to hire a consultant to work as Energy Resources Planning and Economic Regulation Advisor within MoEWR supporting an efficient transition into the Electricity Supply Industry reforms as all the regulatory and institutional frameworks envisaged under the Act come into being.

Scope of Work and Responsibilities:

The scope of work for the assignment includes but not limited to the following tasks:

The Energy Resources Planning and Economic Regulation Advisor is expected to provide support to the MoEWR in developing an action plan for the operationalization and implementation of an effective economic regulation of the Electricity Supply Industry taking account of the new Electricity Act, Review existing policies, regulations, and guidelines to fully establish and operationalize effective economic regulation of the sector under the Electricity Act in an evolving institutional environment, Prepare an ESI forecast of electricity demand and supply clearly highlighting the required interventions for the short, medium, and long term and recommendations for least-cost generation and associated financing, Monitoring compliance of ESPs and other service providers to stipulated terms and conditions of their licenses and performance parameters like investment, increasing access, loss reduction, tariff reduction, and operational efficiency, Conduct surveys and gather data on macroeconomic indicators needed for electricity tariff supervision and general sector regulation, Provide mentoring and coaching support to the new staff employed by MoEWR, the Regulatory Authority, and advise on the strategy for capacity building including training and development, Advise the Government on the right projects and investment mix under the PPP model to ensure a progressive reduction in end-user tariffs and improved service reliability. Skills and Qualifications

Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

Bachelor’s degree in in quantitative economics, Statistics, Econometrics, finance, and accounting or equivalent from a recognized University. Master’s degree is an added advantage; A minimum eight (8) years of technical and managerial experience at a large Utility or Regulatory institution in Sub-Saharan Africa or other similar emerging economy; Extensive experience in policy analysis and strategic planning and organization management in energy sector; Ability to interpret, apply, and ensure compliance with federal, state, and local laws, codes, rules, and regulations; Membership/Affiliation with a related professional body; Demonstrated excellent analytical ability in applying specialized and conceptual knowledge in the areas of responsibility, including supply and demand forecasting, analysis, modeling, and resource planning; and Similar experience working in the energy sector in fragile states will be an added advantage.

Duration:

The duration for the assignment is initially for one (1) year period with the possibility of contract extension subject to satisfactory performance.

The Ministry of Energy and Water Resources now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) indicating that they are qualified to perform the services.
The attention of interested Consultants is drawn to paragraphs 14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
