  1. Background

The Government of Somalia has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.

The Ministry of Energy and Water Resources (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project (SESRP).

The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Mogadishu and Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.

The Ministry of Energy and Water Resources (MoEWR) therefore intends to apply part of the proceeds of the SESRP Project to hire a consultant to work as Energy Systems, Projects, and Technical Regulation Advisor within MoEWR supporting an efficient transition into the Electricity Supply Industry (ESI) reforms as all the regulatory and institutional frameworks envisaged under the Act come into being.

  1. Scope of Work and Responsibilities:

The scope of work for the assignment includes but not limited to the following tasks:

The Energy Systems, Projects, and Technical Regulation Advisor is expected to provide technical inputs in the development of an action plan for the operationalization and implementation of an effective regulatory frameworks of the Electricity Supply Industry taking account of the new Electricity Act; Provide technical guidance in the development of the electricity infrastructure and investment plan to ensure a sound balance of energy resources utilization and supply requirements for an energy mix evolution toward renewable energy dominance; Develop an effective framework for technical regulation of the ESI that enforces established industry standards, prudent utility practices, and overall industry Best Practices; Provide guidance on the licensing of institutional and individual wiring services providers to industrial and household end-users; Institutionalize safety standards/regulations across the industry to ensure the protection of ESI staff, equipment, and the public; Participating in energy planning and compliance programs to ensure appropriate technology mix and energy efficiency in the generation, transmission, distribution, and end-usage of electricity; Advise the Ministry on demand, supply, and quality of supply and quality of service standards and propose appropriate mechanisms for ESPs and other operators’ compliance; Provide guidance on environmental compliance aspects and monitoring frameworks and required reports thereof aimed at mitigating adverse climate impact; The Energy Systems, Projects, and Technical Regulation Advisor shall perform all other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following   website:   www.moewr.gov.so or can be provided upon submission of application in person or by e-mail provided below.

Skills and Qualifications

  1. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

Bachelor’s degree in electrical engineering. Master’s degree is an added advantage; A minimum eight (8) years of technical and managerial experience in electricity generation, transmission, and distribution at a large Utility or Regulatory institution in Sub-Saharan Africa or another similar Emerging Economy; Experience working with modern energy systems planning tools, monitoring, and load-flow analysis will be an advantage; Membership/Affiliation with a related professional body; Knowledge of electricity systems, particularly renewable energy, transmission, and distribution systems; Excellent interpersonal, problem-solving, diplomacy and team skills, and the ability to work with a range of stakeholders to effectively negotiate and build consensus to achieve constructive outputs; and Similar experience working in the energy sector in fragile states will be an added advantage.

  1. Duration:

The duration for the assignment is initially for one (1) year period with the possibility of contract extension subject to satisfactory performance.

  1. The Ministry of Energy and Water Resources now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) indicating that they are qualified to perform the services.
  2. The attention of interested Consultants is drawn to paragraphs 14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
