Ministry’s Overview
The Ministry of Environment’s responsibility must be strengthened at the legal, administrative, and technical levels in order to address the expanding environmental and developmental concerns. We are working relentlessly with our partners to ensure the enhancement of the Ministry’s capacities at all dimensions to perform its duties and roles in the protection and conservation of environmental governance and sustainable use of natural resources within the context of comprehensive sustainable development plans in Jubbaland.
Overview of Position
Capacities of government officials working on Environmental governance will be strengthened and effective coordination for sustainable environmental management will be established: local consultant will be recruited to build the capacity and support effective coordination and training and identify priorities on environmental sustainability.
Role and Responsibilities
– Responsible to coordinate environmental governance activities/ actions
– Support and co-facilitate with the local consultant during the training preparations.
– Guide the local consultant, and provide support to the strengthening and coordination in the specific FMS Ministry environmental governance through stakeholders’ validation and drawing inputs from Environmental relevant institutions at the local level.
– Coordinate the training preparation and the results of the training with key FMS stakeholders and UNDP
– Responsible to coordinate and guide the local consultant for the improvement and determining priority actions and capacity needs to promote environmental sustainability at the local level.
– Responsible to coordinate the training preparations with UNDP and other stakeholders
– Ensure that environmental sustainability training modules with examples of local relevance are prepared by the local consultant.
– Support and co-facilitate with the local consultant and conduct environmental governance training. Involving a total of 15 officials/staff.’
– Ensure priority actions are produced after the training/consultation.
– Ensure other relevant institutions on will be invited to join the workshop the local level of environmental sustainability
– Coordinate actions to review and improve the Environmental monitoring, compliance and enforcement.
– Coordinate with the relevant participant state institutions and UNDP to select the participants to be trained on environmental monitoring, compliance, and enforcement at the local level
– Coordinate with the Local consultant in drafting and providing the pieces of training.
– Coordinate with the State Ministry and UNDP organize workshops/training 10 official who will be the focal points on MEA to ensure compliance and reporting at the state level.
– Closely work with the State Ministry officials to establish MEA focal points.
– Ensure MEA focal points are established
– Coordinate the overall MEA effort at the state FGS and UNDP.
– Coordinate and work closely with the local consultant to organize the training workshop for MEA focal points at the state level.
– Prepare technical reports and the work plan for the MEA focal points.
– Coordinate actions and consult with UNDP and FGS and prepare the detailed plan for environmental Advocacy and campaign at the state level.
– Coordinate and organize advocacy events
– Prepare presentation material and the communication messages that entice and promote environmental protection.
– Mobilize and implement the following local environmental advocacy events at the state level.
Key Competence
• Bachelor’s degree in Environmental management, climate change or relevant qualifications
• Minimum of 4 years of work experience, of which at least 2 years must experience in providing administrative support to project teams
• Exceptional organizational skills and attention to detail
• Ability to organize, manage, prioritize, and follow through on multiple tasks in a fast-paced, deadline-oriented environment
• Excellent verbal and written English language skills
• Previous event planning and management experience
• Experience with report writing and data analysis
• Ability to effectively use standard office software, such as MS Office (Windows, Word, Outlook, Excel) and PowerPoint
• Proven capacity to take initiative and willingness to learn new skills as needed
• Strong work ethic and the ability to work well independently and as part of a team
• Outstanding interpersonal skills and ability to interact with individuals at all levels
- Excellent time management skills, public speaking skills, problem-solving skills and both verbal and written communication skills
