Organizational Setting

The Office of Evaluation (OED) of the Food and Agriculture Organization of the United Nations (FAO) is launching an evaluation of the Global Network Against Food Crises Partnership Programme – Somalia Country Investment (GCP/SOM/060/EC).  OED is seeking qualified consultants to join the evaluation team.

Reporting Lines

The evaluation consultants will work under the direct supervision and close guidance of the Evaluation Manager and under the overall responsibility of the Director of the Office of Evaluation (OED). 

Technical Focus

As part of the Global Network Against Food Crises (GNAFC) Partnership Programme, the Somalia Country Investment (GCP/SOM/060/EC) is a EUR 4 million (USD 4,704,976) project aimed at enhancing resilience to food crises and was implemented from 1 October 2018 to 31 December 2021.

The GNAFC Partnership Programme was launched in July 2018 with the aim of building resilience in countries facing food crises with a EUR 77 million (USD 82 336 793) contribution from the European Union (EU). Component 2 of the GNAFC Partnership Programme aims to promote strategic, evidence-based and coherent investments in food security and nutrition that integrate simultaneous short-term humanitarian actions with medium to long-term development in countries facing or at risk of food crisis, as well as integrate resilience building, prevention, preparedness and anticipatory or early action to reduce the impact of acute crisis and set the basis for recovery and reconstruction. 

The GNAFC Partnership Programme Somalia Country investment project is designed around three reinforcing outcomes:

Outcome 1: To restore farmers’ access to irrigation through the rehabilitation of water canals, including the repair of large canals serving hundreds of smaller irrigation channels leading to thousands of smallholder farms.

Outcome 2: Within the newly irrigated areas, organize farmers into productive and profitable producer groups of up to 500 members by developing an area-based production plan for the Lower Shabelle region, enabling farmer groups to deliberately produce against identified food security needs and opportunities in local and external markets. 

Outcome 3: Connect farmers and water management committees to government services, by enhancing the capacity of Federal and State Ministries of Agriculture and Irrigation (MoAI) to support them through training of water management committees in canal maintenance and water management, and the establishment of water management and flood monitoring systems.

Purpose of the evaluation:

The purpose of the evaluation is accountability and learning, with a strong emphasis on the latter. The evaluation is expected to document lessons, identify good practices and challenges that can feed into the design of follow-up projects. Primary users of the evaluation report will be FAO, in particular, FAO’s Somalia country office, the European Union, government ministries, project implementing counterparts and international partners.

The evaluation will be conducted between February and May 2022. The data collection and field visits may be carried out in March-April 2022.

Composition and profile of the evaluation team:

OED is looking for consultants with expertise in at least one of the following areas:

• Agriculture, food and nutrition security;
• Irrigation and water engineering;
• Participatory and sustainable water management;
• Natural resource management and governance;
• Climate change adaptation, Resilience building, early warning and disaster risk reduction;
• Small-scale irrigation and farming, and field-based support to farmer groups, community savings groups and other community-based organizations;
• Cash and voucher programming.

Candidates should have not been involved in the design, implementation or backstopping of FAO’s projects in Somalia.

Tasks and responsibilities

The evaluation consultants will carry out specific tasks in accordance with the evaluation’s Terms of Reference, including:

• Draft of inception reports;
• Lead and/or contribute to the development of the evaluation methodology;
• Participate in field missions (when feasible) and/or briefings and debriefings;
• Conduct data collection and analysis;
• Lead and/or contribute to the drafting of the evaluation report and/or relevant sections;
• Produce evaluation syntheses

Specifically the responsibilities of the Team leader and Team member are as follows:

Country Team Leader

•             Overall evaluation leadership for Country Evaluation

•             Refines methodology for Country Evaluation

•             Leads data collection and analysis

•             Responsibility for production of the country evaluation report 

•             Leads internal and external debriefs on country evaluation

Team member

•             Contributes to the development of methodology for Country Evaluation

•             Conducts field visits and Focus Group Discussions (FGD)

•             Assists in Key Informant Interviews (KII) and document reviews

•             Contributes to analysis and drafting of the country evaluation

•             Supports internal and external debriefs on country evaluation

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in a relevant discipline: evaluations, agricultural sciences, environmental sciences, natural resource management, food and nutrition security, economics, development studies;
• A minimum of 10 years of relevant experience in evaluation or respective field of specialization for team leader position; a minimum of 5 years of relevant experience in evaluation or respective field of specialization for team member role
• Working knowledge of English (level C) and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian). For PSA.SBS working knowledge of English is sufficient. Knowledge of Somali would be desirable.

• Previous experience in conducting/taking part in (independent) strategic-level evaluations.
• Strong stakeholder engagement, facilitation skills and interviewing skills
• Demonstrated experience of working in Somalia and/or of conducting evaluations in the country
• Demonstrated experience in evaluation. In particular, good experience in conducting evaluation interviews and focus groups and in report writing. Knowledge of participatory evaluation techniques is strongly desired;
• Excelled knowledge of the Somalian context
