OVERVIEW

SLNMA is the professional association of Nurses and midwives throughout the country.

The vision is:To build credible and competent nursing and midwifery professions in Somaliland

The mission is:working to advance nursing and midwifery education and service delivery capacity to offer quality health care services, thus advocate for all nurses and midwives throughout the country.

The SLNMA accomplishes its mission through political activism, continuing education programs, professional practice and workplace advocacy services, The Executive Director (ED) functions as the spokesperson for the association and for nurses across the country, as well as serves as a liaison to the MoHD and to state government agencies. The ED manages the professional and business operations of SLNMA and reports to an elected volunteer Board of Directors. Business operations include the management of SLNMA staff, properties and all components of daily operation of the association, including financial activities.

Professional operations include the coordination of programs and services to members across the country to meet professional practice, workplace and collective bargaining needs. The ED oversees the legislative platform of the association, plays a key role in negotiating legislation that impacts nursing, and works in collaboration with the Somaliland lobbyist.

Job description

  • Provide the executive and professional strategic lead for all nursing and midwifery professionals in Somaliland.
  • Provide strong professional leadership to support the development and implementation of service improvement strategies to improve professionalism, safety and efficiency.  Fundamental to this role is to lead the professions in showing dignity, respect and care for their patients, ensuring Somaliland produces and retains disciplined and competent nurses and midwives.
  • Share organisational responsibility by working in partnership with executive colleagues to contribute to the development of strategy and policy. With other members of the executive team, take collective responsibility for ensuring high performance of the organisation and the delivery of corporate objectives. In particular ensuring the delivery of local and national performance targets and standards within budget and resource availability, through the effective leadership of senior nursing and midwifery professionals.
  • Ensure the professional contribution of nurses and midwives is maximised in order to achieve organisational business and strategic goals, this should be done in accordance with professional needs as well as nationally and locally determined standards. Specifically to empower and engage the nursing workforce so that collective creativity can be harnessed to raise standards.

KEY RESPONSIBILITIES

Organisational Responsibilities

  • To work in partnership with executive colleagues to deliver on the organisational corporate objectives and the day to day running of the organisation.  In particular, work closely with the Health Professionals Council to ensure the continued improvement of patient care and safety.
  • To be the professional lead on all aspects of nursing and midwifery in the country. Working with other stakeholders, develop and implement systems to assure and improve the quality of nursing and midwifery care.  Ensuring that quality standards are regularly reported to the Board.
  • To ensure that appropriate professional standards are in place and that nursing and midwifery leaders have access to appropriate professional advice.
  • To act as the designated SLNMA lead, charged with the protection of society.
  • To take an active role in the development of partnership working across professional boundaries, local and international agencies.

Clinical Leadership and Service Development

  • To define and develop the strategic vision and direction for nurses and midwives, which is evidence based and in line with national health policy.
  • To provide professional advice, guidance and support to the chair, SLNMA Board, senior nurses and midwives on health care issues.
  • To provide professional leadership for nursing and midwifery professionals at all levels throughout Somaliland.
  • To ensure that appropriate reports on the monitoring of the quality and outcomes of care are regularly reported to the Board.
  • To work closely with the Government, Somaliland Medical Association, Health Professionals Council and other agencies to establish effective monitoring systems to support professional control and to devise and implement strategies that minimise the incidence of clinical mistakes.
  • To work closely with others in embedding an inter-professional approach to learning and leadership, and develop workforce plans to ensure that practitioners are fit for practice and fit for the future.
  • Identify and articulate the skills, grade mix and recruitment issues which will contribute to the development of the Somaliland workforce plan, including the development of new roles.
  • Further develop effective partnership relationships with local universities and take an active role in the promotion and development of nursing, midwifery and therapists’ academic profiles.

Governance and Risk Management

  • In conjunction with the other appropriate Board members to develop, lead and manage the implementation of Integrated Governance working within Somaliland to ensure the quality of healthcare service provision meets agreed standards.
  • To facilitate and support Nursing & Midwifery professional registration and Licensing with NHPC
  • To develop and implement systems and processes to demonstrate compliance with Standards for Better Health.
  • To ensure that the Clinical Governance arrangements have the sustainable capability and capacity to deliver a stepped and continuous improvement in quality consistent with National Health Policy.
  • Support the work of the Health Professionals Council by promoting the implementation of legal frameworks governing the health sector.
  • To take responsibility for the corporate risk register and assurance framework.
  • To act as the lead for ensuring adequate management of risk, improvement of quality, and Professional and Community involvement in decision-making. Specifically these responsibilities will include:
  • Ensuring there are appropriate systems (including information) in place to monitor performance and identify areas for improvement
  • Support nurse/midwife leaders
  • Act as the lead for the SLNMA with respect to complaints, taking overall responsibility for the management of complaints and ensuring that lessons are learned.
  • To have overall responsibility for an annual performance audit and for developing and implementing systems the can be used to develop action plans to improve professional experience.

Qualification and Job Requirements

  • Applicant must have minimum bachelor degree in Nursing or Midwifery or more
  • Must have minimum 5 years work experience
  • Registered and Licensed by NHPC
  • Has fully paid the SLNMA membership fee the last 2 years
  • Preferably has the means to travel and attend international congresses and conferences like; the ICM, ICN congresses and conferences. As well as local or national ones
  • Has no criminal record
