BACKGROUND

The UN Joint Programme on Local Governance and Decentralized Service Delivery in Somalia (UN JPLG) is a five-year joint programme comprising of ILO, UNCDF, UNDP, UN-HABITAT and UNICEF. The Programme’s overall goal is “creating an enabling environment for improved service delivery and greater stability, through improved legal, policy and system frameworks – building the knowledge of those working in and with local governments.” JPLG commenced in April 2008 and has now entered its third phase (2018-2023). It expanded geographically with average annual work-plans and budgets of USD 25 per year. JPLG works with the Federal Government of Somalia, the Governments of Puntland, Somaliland, South West, Jubbaland, HirShabelle, Galmudug, local governments, communities and non-state actors.

The UN Joint Programme on Local Governance and Decentralized Service Delivery (JPLG) has established an important platform for seizing the development moment and is also a programme that has translated many of the ambitions of the ‘One UN’ principles into tangible improvements in aid and wider development effectiveness.

The overall objective of JPLG is to promote improvements in local governance quality that can contribute to peace consolidation, development and equitable service delivery. The programme outcomes are structured around three mutually reinforcing strategies:

·       Supporting policy and legislative reforms for functional, fiscal and administrative decentralization that clarify and enhance the role of local government, its relationship to central government, and as a means to improve local service delivery,

·       Improving local government capacity for equitable service delivery,

·       Improving and expanding the delivery of sustainable services to citizens in an equitable, responsive and socially accountable manner and promoting local economic environment.

Under JPLG III, UN-Habitat is building the capacity of local councils to effectively and efficiently discharge their functions. To do so, a professional translator will be hired to translate the existing Solid Waste Management bylaw for Galmudug state into Somalia Language. The consultant will translate the existing manual from English to simple, easy and understandable Somali language. The consultant will work with Ministry of Interior of Galmudug State, with the support of UN-Habitat National Programme Officer.

RESPONSIBILITIES

Capacity building is one of the key outcomes of the JPLG. It contributes to the development of a strong local governments and line Ministries that are able to effectively discharge their mandates. Galmudug State and UN-Habitat equally prioritizes the need to manage state solid waste effectively to protect public health and environment. The absence of comprehensive enactment at the national level and regulatory framework at the Municipal level to effectively deal with solid waste has made it imperative to prepare Solid Waste Management Bylaw.The Bye-law is framed to ensure stakeholders participation and make Government accountable for the management of solid waste with in technological matter. It also provides for Business opportunities, resource recovery and recycling; imposing and collecting service fees, Disposal service fee, licenses service fee, penalties and fine fee; granting powers to Municipality and authorizing through officials to implement this Bye law and Improving the solid waste management system of the state.

Summary of main outputs

  • Go through the Solid Waste Management bylaw and get a clear understanding of the contents of the bylaw;
  • Translate bylaw into simple, easy and understandable Somali Language;
  • Ensure professional translation, proofreading and editing of all the text;
  • Perform terminology research and use the correct terms in appropriate Somali Language;
  • Ensure translated text is complete.
  • Produce draft translated Solid Waste Management bylaw, present for review and incorporate feedback to produce final translated bylaw.

Time Frame

The consultancy will be for a maximum of 30 days effective from date of signing of the contract.

Qualifications 

  • Master’s degree in Public Health;
  • At least 4 years experience in similar translation tasks;
  • Fluent in English and Somali Languages;
  • Ability to the deliver the activities on time to meet deadline.
