BACKGROUND
Volunteers for Relief and Development is a registered local organizations working in humanitarian initiatives to respond to vulnerable communities by protracted droughts and conflicts in hard-to-reach areas of Somalia. The main objective of its establishment is reaching the underserved populations affected climatic shocks, drought and human made disaster. Volunteers for Relief and Development operates in Central and South of Somalia.
JOB SUMMARY
The position is based in Diinsoor, and the role of the Field Officer is to support, coordinate, and implement health project activities at the field level, ensuring timely delivery, adherence to protocols, and quality standards. Key functions of this role include supporting project planning, assisting in implementation, monitoring interventions, consolidating field-level data for reporting, engaging with stakeholders, and supporting resource management. The Field Officer is also expected to document achievements, lessons learned, and assist in promoting best practices in line with implementing partners’ and donor strategies. The role involves liaising with health authorities and community structures to improve health outcomes.
SPECIFIC ROLES AND RESPONSIBILITIES
The Field Officer will undertake the following duties and responsibilities, including:
- Support planning and implementation of health project activities in collaboration with team members.
- Assist in managing activity plans including monitoring resources and targets.
- Establish and maintain effective relationships with MOH, district authorities, and community structures.
- Ensure timely reporting of field activities to relevant authorities.
- Document field-level achievements and lessons learned for dissemination.
- Support project staff in day-to-day operations and decision-making.
- Organize community mobilizations to ensure ownership and sustainability of health interventions.
- Assist in supply chain management and proper storage and use of medical supplies at the field level.
- Support performance monitoring and ensure compliance with project standards and financial accountability.
- Follow up on weekly health activities and ensure smooth implementation; participate in MoH supervisions and assist in implementing recommendations.
- Coordinate with other implementing partners at the field level for complementarity and integration.
- Represent the organization in local coordination meetings.
- Participate in field assessments to identify gaps in health services and community needs.
SKILLS AND QUALIFICATIONS
- Degree in Public Health, Social Work, Community Development, Nursing, or any relevant field with minimum 2 years of field experience.
- Experience supporting emergency or health projects in Somalia is preferred.
- Ability and willingness to travel extensively in the field, sometimes under challenging conditions.
- Capacity to support and mentor community-level staff and volunteers.
- Strong skills in monitoring and implementing health program activities.
- Experience in conducting needs assessments and supporting program implementation.
- Experience with non-profit or humanitarian organizations preferred.
- Willingness to work in difficult environmental conditions.
REQUIRED COMPETENCE
- High professional discipline, moral integrity, and reliability.
- Excellent oral and written communication skills.
- Proficiency in computer applications: MS Word, Excel, PowerPoint, Outlook, and internet.
- Strong interpersonal and counseling skills.
- Good organizational and coordination skills.
- Ability to work under stress and interact with communities of diverse cultural and ethnic backgrounds.

The responsibilities of this position include regular contact with children, and young people. Volunteers for Relief and Development organization is responsible for protecting and safeguarding the dignity of children, women, and all vulnerable individuals, as well as raising awareness.
