Minimum 10 months, with the possibility of extension but subject to funding availability and satisfactory performance.

Purpose of the Position:

DBG is Planning to implement a WASH project in Beletwein district of Hiran Region, Somalia and seeks to engage the services of a competent WASH Project Officer to assist the Program Manager in the coordination of the implementation of the Project.

Job Description

1. Program management

·        Support the Project engineer/ Manager to carry out proper and realistic planning of project activities.

·        Generate monthly project activity reports presented to DBG Project Manager.

·        Assist the Project Manager in developing required supporting documents (training reports, beneficiary training lists, beneficiary participation lists, distribution list etc) and follow up with the contractors.

·        Work closely with the Project engineer/ Manager to track deadlines for the project’s activity implementation and effective planning.

·        Support the Project Manager in tracking project deadlines and providing and planning to ensure effective and timely achievement of the same.

2.Quality management and Impact orientation

·        Support the Project engineer/ Manager to ensure timely quality service delivery and outputs achievement.

·        Support the Project Engineer/ Manager in ensuring all WASH facilities construction components meet required quality standards.

·        Conduct field visits to project sites and direct supervision of work undertaken by contractors

·        Support the Project Engineer/ Manager in ensuring the project schedule is being met, timely management and reviewing of any plan discrepancies or deviations.

·        Undertake community mobilization and conduct hygiene promotion within the communities.

·        Support the Project Manager in ensuring effective integration and mainstreaming of disability and gender aspects into the project.

3. Coordination and Communication

·        Contribute to the timely preparation and submission of reports to DBG in coordination with the Project Manager.

·        Maintain good working relationships with local authorities, line ministries and constant engagement, consultations and dialogue with the communities working in the areas of project operations and implementation.

·        Participate in WASH cluster meetings, ABC and other relevant forums to share information and best practices.

·        Collaborate with other sectors within the organization to ensure integrated programming.

·        Participate in DBG monitoring missions in coordination with the Project Manager using appropriate tools and instruments to collect data and information from beneficiaries and other stakeholders.

·        To support the Project Manager in the implementation of base line, Post distribution monitoring (PDM) and Endline evaluation of the project.

·        Document case studies and collect successful/human stories and pictures regarding beneficiaries and share with DBG Project Manager.

·        Any other duties as assigned by the Project Manager or /Coordinator

Skills and Qualifications

·        Bachelor’s degree in public health, Environmental Science, Social Sciences, or a related field.

·        Minimum of 3 years of experience in WASH projects or related fieldwork.

·        Strong organizational and project management skills.

·        Experience in community engagement and capacity building.

·        Knowledge of WASH sector standards and best practices.

·        Excellent communication and interpersonal skills.

·        Proficiency in Somali and English

·        Willingness to travel to remote field locations and work under pressure.

·        Clear understanding of Somalia’s security context and operation dynamics (Somali Nationals Preferred)

·        Knowledge of Peace, gender and inclusion is an added advantage

Core Competencies

  • Strong project planning, coordination, and reporting skills.
  • Knowledge of food security frameworks (e.g., IPC).
  • Ability to work under pressure and in remote or crisis-affected settings.
  • Good communication and interpersonal skills.
  • Computer literacy (MS Office, Kobo/ODK, data analysis tools).
