CHILD SAFEGUARDING:Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:The Finance & Awards Coordinator will be responsible for the oversight of USAID Bar ama Baro (Teach or Learn) project finances and grants. The Finance and Awards Coordinator is responsible for overseeing activity operations, including but not limited to: Budget management and monitoring, donor compliance, subawards, monthly invoicing, financial controls, financial accounting, and auditing.

The coordinator also develops the financial capacities of all relevant staff and sub-awardees under this project. This individual develops strong internal control measures, conducts internal reviews for the project, and coordinates internal and external financial audits for the award. S/he also prepares budgets for annual work plans and financial reports.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Internal: Finance and Awards Teams, Project Staff, Budget Holders, Support Staff, Internal Audit

External: Tax Offices, External Auditors, Regulatory Bodies, Bank, Insurance, Suppliers, Transporters, Partners etc.

Dimensions:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.

KEY AREAS OF ACCOUNTABILITY: 

 Financial Management:

·         Oversee financial management and financial operations for BAB Project including setting up and overseeing financial procedures in line with USAID and SCI requirements, and setting up and maintaining financial accounts for BAB project

·         Prepare monthly Budget versus Actual Report (BvA) and have one to one discussion with budget holders and Area Operations leadership for any action points.

·         Analyse budget variances between planned budgets and actual expenses on monthly basis and report any notable deviations to Deputy Chief of Party.

·         Ensure contract terms are being met and help the team closely follow the projected annual budget

·         Work with field staff to ensure that financial transactions are recorded in an accurate and consistent manner and in accordance with agreed timelines.

·         Monitor coding of expenditures and ensure timely adjustments are made with the relevant audit trail.

·         Ensure that all financial transactions are fully supported and that they are all captured in AGRESSO regularly; make sure that regular backups are taken.

·         Prepare the monthly cash forecasts for the project based on the planned programme activities in collaboration with Budget holders and Area Operations team

·         Prepare Invoices for the project including reviewing final invoices before they are submitted to SCUS/Creative and keep update the invoice tracking tool on monthly basis

  • Ensure audits being conducted are handled smoothly and all issues arising are communicated with the relevant teams on time

·         Run periodic trainings for project staff, including budget holders and support staff, on USIAD Contract management compliance requirements

Awards Management:

  • Coordinate approvals, budget realignments, amendments, cost and no-cost extension requests going to the member and donor in a timely manner.
  • Coordinate with program operations to ensure project review and close out meetings are conducted in a timely manner and ensure that all meetings are recorded and these minutes filed on AMS and follow up actions done.
  • Follow up Finance and Program teams to submit reports and upload on AMS in a timely manner.
  • Quality assurance on all award documents before sharing with internal and third parties.
  • Manage and project specific audits
  • Review all award agreements for management nuances and brief programme management on potential areas of risk, providing a summary of key areas.
  • Communicate donor compliance requirements to relevant staff on a continuous basis
  • Accountable for driving AMS data completeness and quality for relevant awards including awards implemented by partners. This including conducting regular check on AMS documentation of all active awards in the area and ensure proper maintenance

QUALIFICATIONS  

·         Bachelor or master’s degree in finance, accounting, business administration or related field.

·         Professional certification/qualification such as ACCA, CPA, CA is a bonus.

EXPERIENCE AND SKILLS 

·         At least 5 years of grants and financial management, or similar experience in donor-funded projects.

·         Previous work experience with USAID-funded projects and familiarity in US government federal acquisition regulations (FAR) is preferred.

·         Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members
