- Background
Finance Assistant is expected the assistance of managing and monitoring requests for financial resources and ensure accuracy and reliability of financial reports and will also process requisitions, purchase orders and payment requests, and funds withdrawal requests from the MoF, and ensure monthly delivery updates to the Financial Management Specialist on financial delivery performance.
Finance Assistant is required to provide day-to-day financial assistance to the PIU under the direct supervision of the Project financial Management Specialist.
- Responsibilities of the assignment.
The overall responsibilities of Finance Assistant are (i) to Maintain all accounting records in line with approved accounting standards and in line with the World Bank’s and Government’s regulations, (ii ) Assist to Maintain relevant books and records for the Project that reflects the components and activities, (iii) Assist to Liaise with the internal/external auditors to get project financial statements audited and follow up any audit queries/management letters, (iv) Assist to Prepare quarterly and final reports at the end of the contract period outlining achievements, challenges and recommendations pertaining to the financial management function, (V) carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so
- Selection Criteria:
Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
- Degree in accounting, finance, statistics or business administration (accounting), CPA and ACCA are advantage,
- At least 4 years of experience in audit or financial management;
- Preferably at least 2 years of post-qualification experience in financial management directly relevant to public sector and/or international development organization;
- Experience of project financial management in a developing country; experience in a fragile state is preferable;
- Excellent written and oral communication skills in English, to deliver technical financial documents, and reports; candidates familiar with Somali language will have an added advantage;
- Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use, including database use is required, working experience of IFMIS will be an added advantage
- Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.
- The Ministry of Labour and Social Affairs now invites eligible Individual to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Servicesdated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
- Mode of submission of Applications and deadline: Interested Consultants may obtain further information including a detailed Terms of Reference at the address given below from 8:30 to 3.30pm Mogadishu time (Excluding public holidays).
