Job Description
Job Title: Finance Officer
Duty Station: Hargeisa
Department: Admin and Finance
Working hours: 8:00am-4:00pm
Report to: Finance Manager
Under the direct supervision of the Finance Manager, key responsibilities to work closely with the Finance Manager, to ensure that NAGAAD Maintains a high standard of accounting and financial controls. The Finance Officer position is critical in supporting program and other operations sections by channelling, managing, safekeeping and reporting on budget, cash, and other related matters.The Finance officerensures maximum support to ensure maximum control over expenditure:
- Specific Responsibilities:
- Familiarize with NAGAAD’s Finance manuals, procedures, and systems
- Maintain up-to-date, accurate accounting system and make that daily accounting details and transactions is entered into QuickBooks accurately and timely
- Monitor all NAGAAD budgets and grants and prevent over and under expenditures of various allocated budgets to projects, ensure that budgets are managed as per the Donor contracts.
- Ensure that respective donor reports are according to the formats, codes, cost-centers and donor line codes specified in the respective contract.
- Ensure daily capture of data to the system, validate before posting transactions and report any differences to the Finance Manager. Reconciling balance sheet/control accounts for project transactions monthly
- Maintain up to date and timely financial records, monitor and manage contract balances, project budgets and expenditure Recording day-to-day financial transactions according to the financial policies.
- Ensure proper files are maintained in the Finance Department to enable a complete audit trail from the records to supporting documentation and vice versa.
- Ensure prompt monthly submission of Bank and Cash vouchers to the and team.
- Provide a high standard financial accounting management, ensuring compliance to local statutory law and donors regulations and consistent with NAGAAD and the Partner accounting policies, procedures and tools.
- Make sure that all office budget expenditures are made against approved budgets, expenditures are to the limits of the ceiling in all offices.
- Ensure that all NAGAAD NETWORK Projects financial controls are in place, understood and enforced in the area. These will include key controls regarding balance sheet reconciliations, procurement controls, adherence to scheme of delegation limits and enforcement of finance manual policies and procedures.
- Prepare and disseminate timely and high quality monthly BVAs
- Ensure realistic cash forecasts are provided by budget holders, assist the Finance Manager in collating cash requests and monitor the cash and banks balances and ensure minimum bank balances at all time
- Work with Finance team and Program coordinator to develop realistic and accurate phased budgets in line with the project implementation plans and monitor this monthly to ensure the relevant requirements are met.
- Verify completeness and accuracy of all payment supporting documentation before release and Checking the Budget holder approval and Authorizations limits.
- Ensure that complete and accurate records of all floats, advances and other personal expenses transactions maintained at all times.
- Make sure that all procurement/purchases are undertaken as per the policy.
- Ensure realistic cash forecasts are provided by budget holders, assist in collating cash requests and Monitor the cash and banks balances and ensure minimum bank balances at all time
- Prepare Payrolls on time, ensure the deduction of salary Advances/Loans, and Deposit staff salary on their accounts before the 25th of every month.
- Preparation and participation of external audit exercises with external auditors for Grant Audits and subsequent implementation of the recommendation.
- Comply with all relevant NAGAAD and partners’policies and procedures with respect to health and safety, security, equal opportunities, and other relevant policies.
- Support the project teams to produce monthly, quarterly, mid-term and final financial reports in line with donor and NAGAADrequirements

- Equipment and Materials:
- You will be responsible for the safety, protection and safeguarding of equipment and materials provided to you by NAGAAD for the use of official business.
- QUALIFICATIONS AND EXPERIENCE
- A University degree in Accounting, Commerce, Accounting or Business Administration or equivalent disciplines from a recognized university, CPA/ACC qualification preferred.
- Experience of donor funding and grant management, project based funding, donor reporting and contract management.
- Mandatory proficient in computerized accounting systems preferably QuickBooks and Peachtree
- A minimum of 3 years of progressively similar experience with NGO’s in professional accounting and financial management.
- Computer skills especially in Ms Excel, spreadsheets, Ms Word and Accounting packages.
- Excellent knowledge and understanding of generally accepted accounting procedures
- Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure
- Ability to work within a multicultural setting
- Training skills
- Experience working in difficult and/or emergency environments.
- High level of integrity and ability to work as part of a professional team
- Ability and willingness to work under high-pressure travel to field offices and to meet tight deadlines.
