Job Title:            Finance Officer

Job Location:   Mogadishu

Reports to:        Program Manager

JOB PURPOSE: Briefly describe the overall purpose or function of the job

The Project Finance Officer (PFO) will be responsible for the overall project financial administrative functions and for financial support to the core project team, under the general supervision of the Project Manager. Furthermore, He/she will assist the PM regarding regular financial updates and strategic interventions.

PRINCIPAL ACCOUNTABILITIES: In a series of brief statements describe the principal

accountabilities of the job, i.e. specify activities and end results.

·         Administering and coordinating all financial transactions of the project.

·         Compliance with and enforcement of organization’s financial policies and procedures.

·         Ensure financial control and risk management

·         Collaboration with internal and external auditors and follow-up on the implementation of their recommendations for the project.

·         Prepare financial and other reports to aid the preparation of the overall project’s financial report for dissemination and decision making. To do this, the Administrator will:

1.    Prepare project financial reports on a monthly basis.

2.    Ensure that project financial reports are timely and accurately prepared in the required formats as per the donor contract.

3.    Prepare and share project depletion reports with the Project Manager on a monthly basis, and support in preparing project budget or budget reallocation.

knowledge, skills and behaviors required.

Skills and Qualifications

Knowledge (Education & Related Experience):

·         University Degree in relevant field (Finance, Accounting, Bank and Finance).

·         Minimum of 2 years working experience, well acknowledged NGO, having experience of working with government partners and project fund/grant management.

·         Experience on all aspects of project management.

Skills (Special Training or Competence):

·         Report writing.

·         Problem solving.

·         Analytical.

·         Social mobilization.

·         Knowledge of database management and good command over MS Office.

·         Good understanding to work with project budgets, forecasts and reports.

·         Good communication skills (both oral and written).

·         Proficient in both verbal and written English.

·         Willingness to undertake extensive field trip within country.

Employment Type: Fixed Term (6 Months)
